NEWS FROM THE ORGANIZATIONSUNITED NATIONSThe United Nations Deputy Secretary-General resignsLouise Fréchette, the UN’s first Deputy Secretary-General, who had been strongly criticized in connectionwith the organization’s Oil-for-Food programme, will step down in April 2006, to join a research centre in hernative Canada. Ms Fréchette has served as Secretary-General Kofi Annan’s deputy since March 1998,taking a mainly behind-the-scenes role in dealing with UN management and overseeing key programs. Shewas in charge of a steering group on Iraq when the UN decided, in May 2003, that UN staff could go backinto the country after the war. A bomb hit the UN headquarters in Baghdad three months later, killing 22staff-members including the mission chief, Sergio Vieira de Mello. In March 2004 the Secretary-Generalblamed senior UN staff for ignoring the security threats in Iraq before the bombing. He dismissed the top UNSecurity Official, demoted another and chastised Ms Fréchette but refused to accept her resignation. Shewas the direct boss of the Oil-for-Food program’s Executive Director, who is now being investigated forallegations of accepting kickbacks.In tendering her resignation, Ms Fréchette informed the Secretary-General that she would leave in April,about nine months before Mr Annan’s second five-year term of office ends on 31 December 2006. The UNSpokesman Stéphane Dujarric said that the Secretary-General would have preferred that she would havestayed on and finish her term along with him, but “he completely understands that this was an extremelyattractive offer that she has received.” He also announced that Ms Fréchette would not be replaced becauseof the relatively short time left in Secretary-General Annan’s term. (Associated Press)UN General Assembly President meets withCivil Society Organizations in Geneva and New YorkFollowing his participation in a meeting organized by the Conference of NGO’s (CONGO) at the Palais desNations in Geneva on 22 November 2005, the President of the UN’s General Assembly, Mr Jan Eliasson,held an informal briefing on 16 December 2005 for over two hundred NGO’s at the UN in New York. Hespoke about the UN reform programme and emphasized the importance of people working at the UN beingmore aware of the outside world, and called for a stronger sense of solidarity “which does not stop atnational boundaries but at human beings in need”.Mr Eliasson recognized that NGO’s play a very important role in the field and they remind people at the UN“there is a world outside of Verona”. He accepted questions from the floor on many issues, including theproposed new Human Rights Council and Peace building Commission, as well as on follow-up on a reporton UN relations with civil society and media coverage of the UN. In its capacity as a Non-GovernmentalOrganization, FAFICS was present at both of these two meetings, in Geneva it was represented by AAFI-AFICS’ Honorary Chairman Aamir Ali, and in New York by members of the AFICS(NY) Governing Board.(WFUNA).AppointmentsAt the United Nations Secretary-General Kofi Annan has appointed former United States President GeorgeH. Bush as his Special Envoy for the South Asian Earthquake Disaster. He has also appointed Ms AliciaBárcena Ibarra of Mexico as Deputy Chef de Cabinet, replacing Elisabeth Lindenmayr, who has retired. MrAli Hachani of Tunisia has been elected President of the UN’ Economic and Social Council (ECOSOC) for2006. At UNHCR, the UN High Commissioner for Refugees António Guterres has appointed two newAssistant High Commissioners, Judy Cheng-Hopkins and Erika Feller, to oversee the agency’s fieldoperations and its international protection work for millions of refugees and others of concern.
