With a PhD in demography from Stanford University, Carl first taught in Colorado, then, returning toCalifornia, he established the Population Research Unit in the state’s Department of Finance, makingpopulation projections and influencing the way counties and cities addressed population issues.Carl began working with the United Nations in the early 1960s, arranging meetings and seminars, includingthe Asian Population Conference in New Delhi in 1963. Such meetings allowed Asian countries to makehistoric policy decisions for fertility limitation, leading the world. Carl was the first Chief of the PopulationDivision of the UN Economic and Social Commission for Asia and the Pacific, an office that provided togovernments technical assistance and to individuals, workshops, training courses, seminars, fellowships indemography. Even after retirement in 1976, Carl contributed to the establishment of the Asia-PacificPopulation Journal.His wife, Peggy, survives Carl. His first wife, Lila Fae, preceded him in death in 1993 in Bangkok after a longillness. He was buried in his hometown, Escalon, near Stockton, California, where Lila is buried.Communications may be sent to Mrs Carl M.
