28 Laporan Tahunan 2010 Direktorat Jenderal Anggaran BAB 1: Reformasi Birokrasi CHAPTER 1: Bureaucratic Reform PMK tersebut diatas juga menetapkan perubahan struktur organisasi DJA, antara lain dengan menajamkan tugas dan fungsi serta menambah unit eselon II , eselon III, dan eselon IV. Struktur organisasi Direktorat Jenderal Anggaran terdiri atas: a) Sekretariat Direktorat Jenderal; b) Direktorat Penyusunan Anggaran Pendapatan dan Belanja Negara; c) Direktorat Anggaran I; d) Direktorat Anggaran II; e) Direktorat Anggaran III; f) Direktorat Penerimaan Negara Bukan Pajak; g) Direktorat Sistem Penganggaran; dan h) Direktorat Harmonisasi Peraturan Penganggaran. The Regulation of the Minister of Finance also stipulates changes in organizational structure of the DGB including, among others, more detailed specification of tasks and functions and an addition of echelon II, echelon III, and echelon IV units. Organizational structure of the Directorate General of Budget is as follows: a) Secretariat of Directorate General; b) Directorate of Indonesian Budget Preparation; c) Directorate of Budget I; d) Directorate of Budget II; e) Directorate of Budget III; f) Directorate of Non-Tax Revenues; g) Directorate of Budgeting System; and h) Directorate of Budgeting Regulation Alignment. Perubahan dilakukan karena beban tugas dan fungsi DJA semakin kompleks, terutama terkait dengan kajian atas produk hukum. Untuk mengantisipasi hal tersebut dan untuk meningkatkan kualitas pelayanan kepada Stakeholders, DJA melakukan pengembangan Subdirektorat Harmonisasi Kebijakan Penganggaran pada Direktorat Sistem Penganggaran menjadi unit setingkat Eselon II yaitu Direktorat Harmonisasi Peraturan Penganggaran. Selain penambahan unit eselon II, DJA juga membentuk unit eselon III yaitu Subdirektorat Analisis dan Evaluasi Kinerja Penganggaran pada Direktorat Sistem Penganggaran dan Bagian Kepatuhan Internal dan Bantuan Hukum pada Sekretariat Direktorat Jenderal, serta beberapa unit eselon IV. The changes take place because of the mounting complexity of the DGB»s duties and functions, particularly those related to legal product reviews. To anticipate the challenges and to improve the quality of service to stakeholders, the DGB has upgraded the Subdirectorate of Budgeting Regulation Alignment - previously under the Directorate of Budgeting System - into the Directorate of Budgeting Regulation Alignment, a unit equivalent to Echelon II. The DGB also adds more echelon III units, Subdirectorate of Budgeting Analysis and Evaluation, which is under the Directorate of Budgeting System, and the Division of Legal and Compliance, under the Secretariat of Directorate General, and several echelon IV units.
Annual Report 2010 Directorate General of Budget 29 Pembentukan Direktorat Harmonisasi Peraturan Penganggaran karena tugas DJA dalam menyiapkan kebijakan penganggaran sangat erat kaitannya dengan wilayah hukum, mengingat DJA sendiri mengeluarkan produk-produk hukum terkait dengan penganggaran. Urgensi pembentukan menjadi semakin penting dengan adanya penambahan tugas terkait remunerasi dan jaminan sosial. Dalam hal ini, fungsi utama Direktorat Harmonisasi Peraturan Penganggaran adalah menjaga keselarasan produk hukum yang dikeluarkan oleh DJA maupun unit lain di luar Kementerian Keuangan yang terkait dengan anggaran, remunerasi, dan jaminan sosial dengan aturan-aturan pengelolaan keuangan negara. Pada saat ini fungsi monitoring dan evaluasi sudah melekat pada masing-masing seksi di Direktorat Teknis. Namun pada prakteknya fungsi ini tidak diselenggarakan secara optimal karena kegiatan monitoring dan evaluasi juga dilakukan sendirisendiri dan tidak melalui mekanisme koordinasi yang baik sehingga hasil monev belum dapat dijadikan referensi pengambilan keputusan oleh para pimpinan DJA. Hal inilah yang melatarbelakangi dibentuknya Subdirektorat Evaluasi Kinerja Penganggaran pada Direktorat Sistem Penganggaran. Unit ini mempunyai tugas melaksanakan perumusan pedoman monitoring dan evaluasi pengukuran kinerja serta analisis dan evaluasi kinerja penganggaran. The Directorate of Budgeting Regulation Alignment is established to cope with the DGB»s tasks of preparing budgeting policies, which is closely associated with legal aspect, given the fact that the DGB itself has been issuing budgeting-related legal products. Formation of the directorate becomes increasingly important as the DGB also has to tackle remuneration and social security issues. The primary function of the Directorate of Budgeting Regulation Alignment is to make certain that different legal products issued by the DGB or other units outside the Ministry of Finance, which are related to budgets, remuneration and social security, are in line with state financial management regulations. Previously each technical directorate division performed monitoring and evaluation function. However, the fact that the function was not wellcoordinated and each division carried on with different versions had rendered monitoring and evaluation results unreliable for decision making. This makes establishment of the Subdirectorate of Budgeting Analysis and Evaluation under the Directorate of Budgeting System crucial. This unit formulates monitoring and evaluation guidelines which are used to appraise performance and to analyze and evaluate budgeting performance. Dalam perkembangannya beban kerja pada Direktorat Sistem Penganggaran semakin kompleks karena selain menyusun kebijakan penganggaran terkait dengan reformasi penganggaran, juga melakukan harmonisasi peraturan penganggaran yang dilaksanakan oleh Subdirektorat Harmonisasi Kebijakan Penganggaran (HKP). Fungsi ini antara lain melakukan harmonisasi peraturan dan oleh karena itu, sebagaimana telah dijelaskan pada bagian sebelumnya, pada tahun 2010 diusulkan pembentukan satu direktorat untuk menangani tugas harmonisasi peraturan penganggaran yaitu Direktorat Harmonisasi Peraturan Penganggaran yang ditetapkan melalui Peraturan Menteri Keuangan Nomor 184/PMK.01/2010 tentang Organisasi dan Tata Kerja Kementerian Keuangan. Workloads of the Directorate of Budgeting System had grown more complex as the unit not only formulated policies regarding budgeting reform, but also ensured compliance of different budgeting regulations - a function of Sub-directorate of Budgeting Regulation Alignment. Therefore, to relieve some of the burden, a proposal for a new directorate was put forward in 2010 to deal specifically with budgeting regulation alignment, and the establishment of the Directorate of Budgeting Regulation Alignment was made official by the Minister of Finance Regulation Number 184/PMK.01/ 2010 on Organization and Working Procedure of the Ministry of Finance.
