BAB 1: Reformasi Birokrasi CHAPTER 1: Bureaucratic Reform<br />

Selama tahun 2008-2010, DJA telah berhasil<br />

membangun Sistem Informasi dan Manajemen<br />

Penganggaran, berbagai aplikasi yang memudahkan<br />

pelaksanaan tugas seperti aplikasi RKA-KL yang<br />

secara terus menerus diperbaiki agar memudahkan<br />

penggunanya serta telah pula disusun<br />

Masterplan IT DJA<br />

From 2008 to 2010 the DGB managed to complete<br />

Budgeting Management and Information System and<br />

other useful applications such as Ministry Work Plan<br />

and Budget application. Those applications undergo<br />

constant improvement to enhance user-friendliness,<br />

and the DGB has prepared an IT master plan.<br />

Selain itu DJA telah memutuskan untuk mengelola<br />

sendiri fasilitas infrastruktur TI untuk pengoperasian<br />

layanan-layanan TI DJA. Hal ini dilakukan karena<br />

database belum tersimpan secara terpusat dan<br />

mandiri sehingga berisiko terjadi kebocoran<br />

informasi yang bisa disalahgunakan oleh pihak lain<br />

yang mengakses data tersebut. Oleh karena itu<br />

sebaiknya DJA memiliki ruang server sendiri sehingga<br />

aset informasi dan data yang dimiliki DJA dikuasai<br />

dan dikelola sepenuhnya oleh DJA.<br />

In addition, the DGB has decided to manage its own<br />

IT infrastructure facilities on which the DGB operate<br />

its IT services. This is done because the database is<br />

not stored centrally and independently, rendering the<br />

database prone to information leakage that can be<br />

misused by anyone accessing the data. Therefore,<br />

the DGB needs to have a room specially allocated for<br />

servers to make certain that the DGB has a full<br />

control of its own data and information asset.<br />

E. Pengukuran Kinerja<br />

Seiring dengan pelaksanaan reformasi birokrasi, DJA<br />

menerapkan pengukuran kinerja dengan<br />

menggunakan Balanced Scored Card, dengan telah<br />

menetapkan Depkeu-One sebagai turunan dari<br />

Depkeu-Wide berikut penajaman sasaran strategis<br />

dan Indikator Kinerja Utama (IKU). Pengukuran<br />

kinerja ini dituangkan dalam kontrak kinerja Direktur<br />

<strong>Jenderal</strong> <strong>Anggaran</strong> kepada Menteri Keuangan serta<br />

kontrak kinerja para Direktur kepada Direktur<br />

<strong>Jenderal</strong> <strong>Anggaran</strong>.<br />

E. Performance Appraisal<br />

In keeping with the bureaucracy reform, the DGB has<br />

adopted Balanced Scorecard approach to<br />

performance measurement. It has been decided that<br />

the Ministry of Finance-Wide (Depkeu-Wide) is<br />

translated into Ministry of Finance-One (Depkeu-<br />

One) along with a set of detailed strategic objectives<br />

and Key Performance Indicators (KPI). Performance<br />

measurement is set forth in performance contract<br />

that the Director General of Budget has pledged to<br />

the Minister of Finance and all directors to the<br />

Director General of Budget.
