Uma Abor<strong>da</strong>gem <strong>aos</strong> Projetos Complexos <strong>na</strong> Perspetiva <strong>da</strong> Prevenção<br />

ABSTRACT<br />

Prevention on health and safety and risk ma<strong>na</strong>gement are and remain a major concern in<br />

construction industry, <strong>na</strong>mely of their professio<strong>na</strong>ls, users, third parties and authorities.<br />

A case study of renewable energy in an innovative construction project, offshore wind<br />

energy, was the start point for this research. The prototype as the <strong>na</strong>me suggests leads to a<br />

specific and unique case of prevention.<br />

So the identification, systematization and conception of a classification structure of<br />

complex projects, framed in the perspective of the prevention ma<strong>na</strong>gement and also to<br />

implement a system of professio<strong>na</strong>l risk ma<strong>na</strong>gement (design phase) and a<strong>da</strong>pted to<br />

specific characteristics of the prototype, were outlined as the objective of this research.<br />

Based on the state of the art of this subject, documents and photographic reports of design<br />

phase and implementation of the prototype were a<strong>na</strong>lyzed taking into account the premise<br />

EU law - Council Directive 92/57/EEC of 24 June.<br />

To meet the characteristics of complexity and prevention ma<strong>na</strong>gement identified for the<br />

construction sites Directive, are proposed a system of risk ma<strong>na</strong>gement for complex<br />

projects in design phase based on prior notice, safety coordi<strong>na</strong>tor, safety and health plan<br />

and file to be taken in account during any subsequent works.<br />

Objectives were achieved and the prototype, object of this research involves engineering<br />

peculiarities that make it an unique interface to the concept of complexity.<br />

In the future this study may be extended to other areas and to develop a system of<br />

identification, a<strong>na</strong>lysis and risk assessment specific to complex projects.<br />
