7AbstractThis study focuses on <strong>accountability</strong> and evaluation of public policy servicesmade by non governmental agents, like non profit agents and profitable privatecompanies. Those services are mechanisms presented in the process of administrativedecentralization and results-oriented services that came with State reform in Brazil inthe last decades. This process went through a recent tentative of institutionalization, bylaws that created the following organizations: “organizações sociais” (“socialorganizations”, in free translation), abbreviated as “OSs”; “organizações da sociedadecivil de interesse público” (“public interest civil society organizations”, in freetranslation), abbreviated as “Oscips”; and “parcerias público-privadas”, called publicprivatepartnerships in English term, or “PPPs”.The study‟s main subject is that <strong>accountability</strong> has to walk together with thisnew decentralized and results-oriented form of State function. This study presents<strong>accountability</strong> as a complementary process to public policy evaluation and suggests theterm “<strong>accountability</strong> de <strong>avaliação</strong>” (or “evaluation <strong>accountability</strong>”, in free translation) toexpress this complementarity, part of a democratic governance process.This study analyzed: academic research about <strong>accountability</strong>, public policyevaluation, State reform, governance and institutional design; the laws that created andregulated OSs, Oscips and PPPs in Brazil, comparing those laws with local laws fromRio de Janeiro about OSs, Oscips and PPPs; and federal judicial decisions about OSs,Oscips and PPPs given by a Brazilian superior court of account, called Tribunal deContas da União.Also, this study developed 16 institutional factors seen as essential to<strong>accountability</strong> and evaluation of decentralized and results-oriented mechanismspresented in public policy services made by non governmental agents. So, these factorswere applied to those laws and judicial decisions, to check their presence or absence.Keywords: <strong>accountability</strong>; public policy evaluation; State reform; administrativedecentralization; results-oriented services; NGOs; OSs; Oscips; PPPs
