Celulose: Como foi sua chegada à presidência da ANDIPA? Vitor: Sou um dos fundadores da ANDIPA. Há 20 anos, juntamente a um grupo de outros distribuidores fundamos a associação para ter uma representação, pois na época tínhamos vários problemas de legalidade na comercialização e precisávamos de uma entidade que nos defendesse. Os outros fundadores foram passando pela presidência e o processo de renovação dos quadros, aliado a possibilidade de colaborar com a associação, me levou à presidência. Celulose: Quais motivos levaram à criação da ANDIPA? Vitor: Primeiro foi à necessidade de uma entidade de classe em relação aos órgãos públicos e outras entidades. O Brasil é muito complicado em suas questões jurídicas, por isso buscamos essa forma de representação. Na época da fundação o principal fator foi o Papel Imune, que é utilizado em revistas e periódicos, e tem imunidade tributária. O ponto todo é que esse papel é igual a outro tipo de papel que sofre taxação, a diferença é o fator declaratório do seu uso. Conforme a utilização do papel tem-se direito ou não a imunidade. Isso dá vazão a uma série de ilícitos e concorrências desleais. Isso nos atrapalhava muito e prejudicava também o setor gráfico que sofria com ilícitos e concorrência desleal. Esse foi um dos principais motivos que nos levou a fundar a ANDIPA. Celulose: Quais as maiores conquistas e ações da associação nos seus 20 anos de atuação? Vitor: Além das atividades miúdas, como representação diante de diversos órgãos públicos e com fabricantes para estabelecer o espaço de cada um dentro do comércio de papéis, o foco principal sempre foi combater a ilegalidade e os ilícitos. Conseguimos, através de órgãos federais e estaduais, estabelecer uma série de controles e exigências que fizeram com que a ilegalidade diminuísse muito. Não podemos dizer que não tenha ilegalidade hoje em dia, como a questão do papel imune, mas podemos dizer que já foi muito pior e minimizou de forma significativa. Hoje as empresas que querem comercializar o papel imune precisam Celulose: How led you to become ANDIPA President? Vitor: I’m one of the founders of ANDIPA. Twenty years ago, together with a group of other distributors, we founded the Association to have a representation because, at the time, we had several legality problems in marketing and needed an entity to defend us. The other founders have already held the presidency position and the process of staff renewal, combined with the possibility of collaborating with the Association, led me to the presidency. Celulose: What were the reasons for the creation of ANDIPA? Vitor: First was the need for a class entity with public agencies and other entities. Brazil is very complicated in its legal issues, so we sought out this form of representation. At its foundation, the main factor was “Immune Paper”, which is used in journals and periodicals and has tax immunity. The whole point is that this paper is equal to any other type of taxed paper; the difference is the declaratory factor for its use. Depending on the use of the paper, you are entitled or not to immunity. This gives vent to several illegal and unfair competition, which hindered us a lot and harmed the Graphics Sector that suffered from illicit and unfair competition leading us to found ANDIPA. Celulose: What are the most significant achievements and actions of the Association in its 20 years of operation? Vitor: In addition to its regular activities of representation before various public agencies and with manufacturers to establish the space of each one within the paper trade, the main focus has always been to combat illegal and illicit activities. We have succeeded in establishing a series of controls that have caused illegality to diminish considerably through negotiations with state and federal agencies. We cannot say that there is no illegality today, such as the issue of Immune Paper, but we can say that it has already been much worse and has become significantly much less. Today companies that want to market Immune Paper need state and federal authorization and specific packaging to indicate such purpose. All this was the conquest of the class. ANDIPA has con- 59
