Dear Ulrica Messing
58
15th April 2005
The Campaign Against Arms Trade (CAAT) in the UK was very disappointed to
learn from its friends in the Swedish Peace & Arbitration Society that your
Government is thinking of relaxing its controls on military exports. We have
frequently asked UK governments to follow the stricter Swedish example and
are alarmed that European countries might be levelling export controls down
rather than tightening them.
We are particularly concerned that the emphasis seems to have shifted towards
one where exports are generally seen as positive and would question
the change of language from “war material” to the euphemism of "defence
equipment".
CAAT believes that any export of military equipment carries with it approval of
the recipient government. Your current export regulations and their human
rights criteria appear to reflect this. It would be a backward step for Sweden if
the focus shifts to the actual use of the equipment; it would also make our
representations to the UK government much more difficult
There is a real opportunity now for more restrictive arms export regulations
and strict implementation of them. We believe there is strong and growing
public support for this in many European countries. It would be a very popular
move if your Government listened to the public rather than the industry lobbyists.
Best wishes,
Ann Feltham
