Dear Laila Freivalds,<br />

The International Fellowship of Reconciliation (IFOR) wishes to express its<br />

deep concern about some of the alleged proposed changes in Sweden's regulations<br />

concerning the export of armaments to be made in the forthcoming<br />

report of the Munitions Commission. IFOR would be most concerned with any<br />

lessening of Sweden’s historic concern to work towards a restrictive and responsible<br />

arms export policy. Such a move would undermine the Swedish<br />

government's broader commitment to disarmament, human rights and development.<br />

Sweden has always advocated prevention of conflict as the best means of<br />

achieving sustainable peace. It is clear that liberalizing the arms exports policy,<br />

especially if arms could be sold to countries and select allies that are actually<br />

engaged in war, would directly contribute to sustaining conflict.<br />

A 'material-specific' approach on determining which arms can be exported to<br />

countries where there are human rights anxieties ignores the ease with which<br />

substitution can take place and severely weakens the moral power of a ban on<br />

arms exports to countries in which grave violations of human rights are taking<br />

place.<br />

Established in 1919, IFOR has consistently taken a stand against war and its<br />

preparations for war. Today IFOR has branches, groups and affiliates in more<br />

than 40 countries and on all continents. SweFOR remains one of our most<br />

active branch organizations, and have recently co-published a debate article<br />

the 6 February edition of Dagens Nyheter.<br />

IFOR wishes to place on record its full support for the work of the Swedish<br />

Fellowship of Reconciliation. IFOR hopes that the ministry will reject any<br />

moves towards lessening the restrictions on the export of armaments by Sweden.<br />
