Operation FABEC headed nowhere…<br />
as predicted.<br />
Performance and institutional questions are linked. It is impossible<br />
to drive one without addressing the other. In the<br />
absence of any institutional roadmap, of any fi nal objective<br />
related to service provision, FABEC is headed for complete<br />
standstill, despite all the good will and the technical justifi -<br />
cations of operational projects.<br />
A more effi cient airspace design is possible and can be<br />
found. However, it can only be implemented if the institutional<br />
setup makes it possible. The so-called DOVER project is,<br />
sadly, just about to prove us right. Despite positive feedbacks<br />
from experts and despite the technical and operational<br />
positive elements it entails, it will most probably not<br />
become a reality because it could lead to transferring major<br />
traffi c fl ows from one provi<strong>der</strong> to another. Which must, in the<br />
present FABEC competitive context, simply be unacceptable<br />
for any provi<strong>der</strong> or stakehol<strong>der</strong>.<br />
States must realise that they put their ANSP and staff in an<br />
impossible situation: sound and valid solutions are established,<br />
only to be left away, because any further airspace- or<br />
service- delegation is not acceptable in the present context.<br />
With a MOSAIC single provi<strong>der</strong>, that issue would be solved<br />
instantly, as the question of income linked to traffi c fl ows<br />
would not interfere. Operational solutions (such as the<br />
DOVER workgroup proposals) could be implemented as and<br />
when needed.<br />
MARC members are still waiting to start their participation<br />
to Social Dialogue at FABEC level. We have accepted the proposed<br />
Terms of Reference for the FABEC Social Dialogue<br />
Committee, established on the principles of the works councils,<br />
as recommended by the European Commission.<br />
MARC represent the vast majority of operational staff<br />
employed by the seven provi<strong>der</strong>s of the six FABEC states.<br />
Its membership comprises operational staff controllers,<br />
technicians and engineers.
