Background and mandate<br />
The federal Financial Assistance for Extra-Family Child-Care Act 7 came into force on 1 st February<br />
2003. This law is an impulse programme limited to 8 years and aimed at creating additional childcare<br />
facilities so that parents can establish a better balance between paid employment or further<br />
education and family life. Day nurseries (e.g. crèches), facilities for taking in children outside school<br />
hours and organisations that coordinate daytime child-minding are entitled to apply for subsidies under<br />
this legislation. The Ordinance on Financial Assistance for Extra-Family Child-Care of 9 th December<br />
2002 8 sets out details concerning the allocation of subsidies.<br />
A large number of players are involved in implementing this project. The basic procedure is as follows:<br />
applicants must first make a survey of the need they plan to fill and draw up a concept for<br />
child-care and daily operation as well as a business plan. The complete application for funding can<br />
then be submitted to the Federal Social Insurance Office (FSIO). The Office will first check to see<br />
whether legal stipulations have been met. The applications are subsequently forwarded to the relevant<br />
cantonal authorities for their assessment. The latter examine the applications in the light of the<br />
criteria set out in Art. 11 of the Ordinance on Financial Assistance for Extra-Family Child-Care. The<br />
decision on whether an applicant is entitled to receive funding is then taken by the FSIO.<br />
The authors of the present report evaluated the implementation of this programme with the aim of<br />
gaining knowledge and improving facilities. From the procedural point of view, the evaluation is<br />
based principally on the requirements concerning submission of applications and yearly financial<br />
statements, the processing of the application by the FSIO and the interaction between the various<br />
players involved. From a content point of view, the important question is whether the decisions taken<br />
by the FSIO are well judged and consistent and whether they are in line with basic legislation.<br />
Procedure<br />
The evaluation was carried out on three levels using the following approaches:<br />
1. <strong>Evaluation</strong> of the FSIO’s assessment procedure: evaluation of the content of the files and data at<br />
the FSIO and interviews with those responsible for implementation.<br />
2. <strong>Evaluation</strong> at the level of the applicants: explorative interviews with associations and agencies as<br />
well as written enquiries among successful applicants.<br />
3. <strong>Evaluation</strong> at a cantonal level: interviews by experts with specialists at the cantonal offices responsible<br />
for assessing applications (8 cantons selected according to specific criteria).<br />
The authors have summarised and evaluated the results of the above procedure, and on this basis<br />
they have drawn up a list of proposed improvements.<br />
