FABEC
Quo Vadis?
The Matterhorn declaration is a mockery. States have so
blatantly failed to agree on any institutional setup that it
becomes pathetic.
We hope the scenery was nice, “on top of the mountains”.
Because the only view presented to FABEC staff is the desolated
landscape of the DGCA’s inability to act as one and to
design an institutional model for FABEC. States know that
institutional changes are necessary in FABEC.
States know they have an obligation of success, If they ever
want FABEC to deliver.
Yet, rather than establishing the baseline for real changes,
they decided to dump the burden on their subordinates: the
providers and their staff.
STOP!
FABEC performance can be improved. For the last five years,
we have never stopped saying it, and made several proposals
to that end. However, if we are not given the tools to
cooperate, we will never be able to act as one.
With this declaration FABEC has been reduced to a process to
attack working conditions. And one thing is certain. Under
those conditions, MARC and FABEC staff will not remain idle.
MARC represent the vast majority of operational staff
employed by the seven providers of the six FABEC states.
Its membership comprises operational staff controllers,
technicians and engineers.
