2) Win-win partnership with businesses:
Each of the Meister high school establishes
its own curriculum, selecting the
fields of education according to industrial
needs and potential (i.e. Hynix Semiconductor
Inc., a partner of Chungbuk Semiconductor
High School, donate equipment
worth 2.8 Bill. Won for practical training).
As of July 2011, 1,330 businesses are supporting
Meister high schools as partners.
These partner companies have already
offered an employment contract to 2,265
Meister high school students. In other
words, more than half of the 3,600 juniors
still attending Meister high schools
across the nation have already secured
their employment.
3) Education tailored to industrial needs:
The foundation of Meister high schools
is the curricula tailored to industrial
demands, but its focus is not just on the
aspects of technical/vocational training.
The schools make good use of extracurricular
and group activities to help students
develop basic skills, such as information
processing and office courtesy, and the
learning of foreign languages.
4) Government’s resolution to nourish Meiwere
founded with the aim of training students
to become skilled workers in various
industries, including new media contents,
energy, machinery, mechatronics, and telecommunications
among many others. The
Meister high schools have developed and
continue to improve curricula and learning
materials based on job analyses for stronger
competency focus and relevance to industry
needs.
Under the pilot scheme, 21 Meister schools
were launched in 2010, and presently there
are 35 Meister high schools around the
country, all fully funded by the government
and major business firms (see the list). While
the government is offering various incentives,
including provision of training for
teachers to strengthen their field experience,
a school dorm system, full scholarships, and
job advantages, the number of Meister high
schools is expected to surpass 50 in 2014,
according to the Ministry of Education. Although
the Meister high schools are still new
and account for less than 2 percent of all
high schools in the country, the early figures
are promising ― 93 percent of the first graduates
from the first 21 new Meister high
schools are already employed.
Success Strategies of Meister High
Schools
Meister high schools were introduced in
2010 as a part of the National 300 High
School Diversification Project launched in
2008. Defined as “a high school tailored to
the demands of the industrial sector” in the
Primary and Secondary Education Act, a
Meister high school focuses on supporting
students in their efforts to get a job after
graduation by running a curriculum tailored
to industrial demands.
The key factors of the competitiveness of
Meister high schools are defined as:
1) practical classes jointly developed by
school and industry,
2) hands-on experience acquired at partner
companies, and
3) working while studying, by enabling
incumbent workers to study in colleges
through a special admissions system.
