Each of the Meister high school establishes<br />

its own curriculum, selecting the<br />

fields of education according to industrial<br />

needs and potential (i.e. Hynix Semiconductor<br />

Inc., a partner of Chungbuk Semiconductor<br />

High School, donate equipment<br />

worth 2.8 Bill. Won for practical training).<br />

As of July 2011, 1,330 businesses are supporting<br />

Meister high schools as partners.<br />

These partner companies have already<br />

offered an employment contract to 2,265<br />

Meister high school students. In other<br />

words, more than half of the 3,600 juniors<br />

still attending Meister high schools<br />

across the nation have already secured<br />

their employment.<br />

3) Education tailored to industrial needs:<br />

The foundation of Meister high schools<br />

is the curricula tailored to industrial<br />

demands, but its focus is not just on the<br />

aspects of technical/vocational training.<br />

The schools make good use of extracurricular<br />

and group activities to help students<br />

develop basic skills, such as information<br />

processing and office courtesy, and the<br />

learning of foreign languages.<br />

4) Government’s resolution to nourish Meiwere<br />

founded with the aim of training students<br />

to become skilled workers in various<br />

industries, including new media contents,<br />

energy, machinery, mechatronics, and telecommunications<br />

among many others. The<br />

Meister high schools have developed and<br />

continue to improve curricula and learning<br />

materials based on job analyses for stronger<br />

competency focus and relevance to industry<br />

needs.<br />

Under the pilot scheme, 21 Meister schools<br />

were launched in 2010, and presently there<br />

are 35 Meister high schools around the<br />

country, all fully funded by the government<br />

and major business firms (see the list). While<br />

the government is offering various incentives,<br />

including provision of training for<br />

teachers to strengthen their field experience,<br />

a school dorm system, full scholarships, and<br />

job advantages, the number of Meister high<br />

schools is expected to surpass 50 in 2014,<br />

according to the Ministry of Education. Although<br />

the Meister high schools are still new<br />

and account for less than 2 percent of all<br />

high schools in the country, the early figures<br />

are promising ― 93 percent of the first graduates<br />

from the first 21 new Meister high<br />

schools are already employed.<br />

Success Strategies of Meister High<br />

Schools<br />

Meister high schools were introduced in<br />

2010 as a part of the National 300 High<br />

School Diversification Project launched in<br />

2008. Defined as “a high school tailored to<br />

the demands of the industrial sector” in the<br />

Primary and Secondary Education Act, a<br />

Meister high school focuses on supporting<br />

students in their efforts to get a job after<br />

graduation by running a curriculum tailored<br />

to industrial demands.<br />

The key factors of the competitiveness of<br />

Meister high schools are defined as:<br />

1) practical classes jointly developed by<br />

school and industry,<br />

2) hands-on experience acquired at partner<br />

companies, and<br />

3) working while studying, by enabling<br />

incumbent workers to study in colleges<br />

through a special admissions system.<br />

path of a Meister technician that starts<br />

with the graduation from a Meister high<br />
