Handbook on Biodefense Policies: National and International
Protection Policies to Counter the Biological Threat
Biological weapons of mass destruction in the hands of states, groups,
or individuals are posing a serious threat in the emerging 21 st century.
One the one hand, several terrorist groups have shown an interest in
these weapons in the past. On the other hand, rapid developments in
microbiology made it easier for these actors to get access to hazardous
substances.
The menace of diseases caused by deliberately released viruses, bacteria,
or toxins poses a challenge to institutions and agencies on the
international, national, regional, and on the local level and confronts
constitutional democracies with a multitude of complex tasks in domestic
and security policy as well as in foreign affairs. Most of these challenges
have an interdisciplinary character pertaining to medical, health, or legal
concerns. The following aspects of civil biological defense (biodefense)
are of importance:
• Comprehensive risk analysis for the political leadership and the
emergency task forces
• Preventive measures to inhibit the deliberate or unintended release
of hazardous biological substances
• Preparation of materials, creation of know-how, and conceptual
