1. Listen Territories: criteria <str<strong>on</strong>g>and</str<strong>on</strong>g> models 1<br />

1.1. Criteria for the identificati<strong>on</strong> of target territories<br />

The territories which will c<strong>on</strong>stitute the target areas of the LISTEN programme have to be 2 or, at<br />

most, 3 territories for partner.<br />

Target territories should have some of the following characteristics:<br />

� Possibility of c<strong>on</strong>sidering them as single units of <str<strong>on</strong>g>analysis</str<strong>on</strong>g>;<br />

� Community destinati<strong>on</strong>s;<br />

� Low degree of development or unexplored <strong>tourism</strong> potential;<br />

� Presence of to-be-c<strong>on</strong>verted real estates.<br />

1.1.1. Single units of <str<strong>on</strong>g>analysis</str<strong>on</strong>g><br />

Each target territory must have defined <str<strong>on</strong>g>and</str<strong>on</strong>g> clear borders <str<strong>on</strong>g>and</str<strong>on</strong>g> it has to be possible to c<strong>on</strong>sider it as a<br />

single unit of <str<strong>on</strong>g>analysis</str<strong>on</strong>g>, for example a valley, a district, etc.<br />

1.1.2. Community destinati<strong>on</strong>s<br />

LISTEN target territory have to be characterized as a community destinati<strong>on</strong>, in which the ec<strong>on</strong>omic<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> envir<strong>on</strong>mental resources have to be hold by a plurality of different stakeholders, <str<strong>on</strong>g>and</str<strong>on</strong>g> not as a<br />

corporate destinati<strong>on</strong> (Figure 2).<br />

In fact, such c<strong>on</strong>tests are good backgrounds to apply efficient tools of governance, in order to define<br />

strategic assets to improve the efficiency of the decisi<strong>on</strong> making process <str<strong>on</strong>g>and</str<strong>on</strong>g> to manage the divisi<strong>on</strong><br />

of power <str<strong>on</strong>g>and</str<strong>on</strong>g> resources.<br />

On the c<strong>on</strong>trary, in the corporate destinati<strong>on</strong>s is quite wr<strong>on</strong>g to talk about the definiti<strong>on</strong> of efficient<br />

tools of governance, because the power is centralized in the h<str<strong>on</strong>g>and</str<strong>on</strong>g>s of a single business corporati<strong>on</strong>,<br />

which c<strong>on</strong>trols the resources <str<strong>on</strong>g>and</str<strong>on</strong>g> decide for themselves what activities to implement.<br />
