Introduction<br />
<strong>Parks</strong> and <strong>Recreation</strong> Master <strong>Plan</strong> Update 2011<br />
<strong>City</strong> <strong>of</strong> <strong>Marquette</strong><br />
This chapter lists the consultant‘s recommended actions which are needed to implement the<br />
Master <strong>Plan</strong>. Specific action strategies were developed by the consultant to address key issues<br />
which surfaced during the planning process as a direct result <strong>of</strong> listening to citizens in small<br />
group and public meetings, from citizens-at-large through the citizen survey and from interviews<br />
with key stakeholders.<br />
Guiding Principles<br />
The following guiding principles were used as rational for developing the Action <strong>Plan</strong>.<br />
To take care <strong>of</strong> what we have<br />
To enhance existing parks and facilities to create new opportunities<br />
To expand the existing park system to respond to trends and new visions<br />
To protect the environment<br />
To provide health and wellness opportunities<br />
To provide safe places for children and families to play<br />
To develop a master plan that is sustainable<br />
To develop a master plan that is collaborative with our partners<br />
To develop a master plan that is citizen-focused and encourages continuous citizen<br />
participation<br />
Objectives<br />
To position the <strong>City</strong> <strong>of</strong> <strong>Marquette</strong> and its <strong>Parks</strong> and <strong>Recreation</strong> Division for success in the future,<br />
this plan identifies several objectives which should be accomplished. Those objectives are ones<br />
which:<br />
Are realistic for <strong>Marquette</strong> given its stable population base and economic condition<br />
Recognize the emphasis placed by the community on its reputation as a ―Winter <strong>City</strong>‖<br />
Support the preferences for facilities expressed by citizens in the 2006 survey, the<br />
stakeholder group surveys and in public meetings<br />
Provide an opportunity for adjacent cities and townships to participate in the funding and<br />
governance <strong>of</strong> a <strong>Recreation</strong> Authority<br />
Demand tough decisions <strong>of</strong> elected <strong>of</strong>ficials by asking them to abandon a few existing<br />
facilities<br />
Recognize the need for a few new facilities and parks<br />
