Finding #1 – Governance: The community has been engaged for quite some time in the<br />
debate about the preferred option for delivering parks and programs in the community;<br />
e.g. as a municipal department or <strong>Recreation</strong> Authority.<br />
Action Strategy 1.1 – The first option is to continue providing parks and programs through the<br />
<strong>City</strong>‘s Community Services – <strong>Parks</strong> and <strong>Recreation</strong> Division with an emphasis on managing its<br />
core services and adopting business principles in its revenue producing facilities.<br />
Action Strategy 1.2 – The second option is to continue ongoing discussions with potential<br />
partners for a regional <strong>Recreation</strong> Authority. As discussions continue on this concept, it can be<br />
evaluated at some point against the municipal operation to determine which is best to provide<br />
parks and programs in the future.<br />
Finding #2 – Core Businesses: The <strong>City</strong> will benefit by identifying and managing to its<br />
core businesses and partnering with other providers to provide non-core businesses.<br />
Action Strategy 2.1 – The <strong>City</strong> should allocate its resources to its core businesses with the<br />
commitment to do them as well as can be done. Other non-core businesses should be provided<br />
by others, or by creating an appropriate partnership with the <strong>City</strong>, if possible. Core businesses<br />
have been defined as follows:<br />
Facilitator <strong>of</strong> special events, programs and services provided by others<br />
Shared-use Paths<br />
Presque Isle Park<br />
Beaches and Waterfront <strong>Recreation</strong> Areas<br />
Manager and facilitator <strong>of</strong> special use facilities/services<br />
o Lakeview Arena<br />
o Two Marinas<br />
o Two guarded beaches<br />
o Athletic fields<br />
o Tourist Park Campground<br />
o Concession Stands (Ice Cream Stores)<br />
Neighborhood <strong>Parks</strong><br />
Finding #3 – Surplus Facilities: Some existing costs can be avoided and re-allocated if<br />
specified facilities are abandoned.<br />
Action Strategy 3.1 - A facility has been previously identified in Chapter 4 <strong>of</strong> this <strong>Plan</strong> for<br />
abandonment:<br />
