Program Service Area – Primary, Secondary and Tertiary<br />

The primary service area for the programs, services and facilities provided by the <strong>City</strong> is its<br />

city limits.<br />

The secondary service area for the programs, services and facilities provided by the <strong>City</strong> is<br />

an area which includes surrounding Townships.<br />

The tertiary service area for the facilities provided by the <strong>City</strong> are both regional and national.<br />

Program and Service Options<br />

Direct Provider – The <strong>Parks</strong> and <strong>Recreation</strong> Division is a direct provider <strong>of</strong> facilities which<br />

accommodate programs as produced by others.<br />

Facilitator – The <strong>Parks</strong> and <strong>Recreation</strong> Division is a program facilitator for numerous other<br />

providers who use city-owned facilities.<br />

<strong>Recreation</strong> Program Conclusions<br />

1. A mechanism must be created which addresses the high percentage <strong>of</strong> non-resident users<br />

<strong>of</strong> city-owned facilities which results in an imbalance <strong>of</strong> funding for city taxpayers.<br />

2. There is a significant economic impact on the community by visitors who travel to the area to<br />

use its many attractions. This awareness should result in the allocation <strong>of</strong> resources to<br />

market, manage and maintain these areas at the highest possible level.<br />

3. Given several conditions as detailed below, the most appropriate role for the <strong>Parks</strong> and<br />

<strong>Recreation</strong> Division is to serve as a facilitator, and not a direct provider, <strong>of</strong> programs and<br />

services. Those conditions include the following:<br />

A depressed economy<br />

Willingness <strong>of</strong> others to organize and produce programs and services<br />

Citizen preferences for activities which are self-directed such as running, walking and<br />

spending time outdoors and events which are currently organized and produced by<br />

others such as special events, live theater and concert performances<br />
