<strong>City</strong> <strong>of</strong> <strong>Marquette</strong><br />
Identification <strong>of</strong> Potential Key Issues<br />
Based on the input received from the various meetings, a list <strong>of</strong> key issues which should be<br />
addressed in the Master <strong>Plan</strong> are as follows and are not in priority order:<br />
1. There is insufficient funding to balance the operating and capital needs with available<br />
resources.<br />
2. There is a need for a pricing policy which identifies city costs for programs, services and<br />
facilities and its expectation for the percentage <strong>of</strong> costs that should be recovered for both<br />
residents and non-residents.<br />
3. Public spaces along the shoreline need to preserved.<br />
4. The <strong>City</strong> is maintaining some facilities which could be considered for abandonment.<br />
5. The importance <strong>of</strong> providing facilities and special events which will further the <strong>City</strong>‘s position<br />
as a destination for year round indoor and outdoor activities.<br />
6. The challenge <strong>of</strong> organizing and managing a regional effort for parks, trails, special events,<br />
and sports facilities used by the region.<br />
7. The need to educate the public and improve the promotion <strong>of</strong> the programs, special events,<br />
trails and facilities.<br />
8. There are many needs at Presque Isle for routine maintenance and capital improvements.<br />
9. There is a critical need for major Harbor and Marina capital improvements at the Presque<br />
Isle Marina.<br />
Values Model<br />
When asked about their value system during the planning process, several community leaders<br />
were in agreement with the list that appears below. Based on the interaction with each <strong>of</strong> the<br />
stakeholders and subsequent facilitation <strong>of</strong> public meetings, small group meetings and data<br />
retrieved from the stakeholder surveys, the consultant is <strong>of</strong> the opinion that the values listed<br />
below are representative <strong>of</strong> the value system in the community. As a result, these values will be<br />
considered by the consultant as short and long term recommendations are developed.<br />
