TARBELA 4TH EXTENSION PROJECT<br />

LOCATION Tarbela Dam<br />

Existing Installed Capacity 3478 MW<br />

This project will play significant and sustainable expansion in<br />

Pakistan’s hydropower generation by installing about 1410<br />

MW hydropower plant on the already existing Tunnel 4 of<br />

Tarbela Dam, thus reducing exposure to many social and<br />

environmental challenges generally associated with large dams<br />

projects. The project is considered a low hanging fruit and it is a<br />

“low-risk- high reward” operation aimed at providing over 3,84 billion units annually of least-cost<br />

low-carbon renewable energy. The expected saving of Foreign Exchange US$ 900 Million on import of<br />

one million tons of furnace oil for equivalent generation of electricity from Thermal resources.<br />

PRESENT STATUS<br />

The revised PC-II of the subject project stands approved by Central Development Working Party<br />

(CDWP) on 08.06.2010.<br />

Contract Agreement duly approved by World Bank signed on 10 th June 2010 with JV of Mott MacDonald –<br />

UK and Coyne et Billier – France now called as the “Tarbela 4 Consultants JV”.<br />

Final Design Report incorporating decisions of 3rd POEs Meeting received from Consultants on 20.12.2011<br />

(Numerical Model Studies Report expected soon)<br />

Draft Tender Documents (E&M) received from Consultants on 20.12.2011 being reviewed by <strong>WAPDA</strong>.<br />

PQ Docs incorporating WB / <strong>WAPDA</strong> comments received from Consultants on 04 Jan 2012 are being vetted<br />

Consultants Proposal for conversion of T5 for Power Generation pending with World Bank for clearance<br />

TORs for M&E Consultants prepared by Consultants, vetted by <strong>WAPDA</strong> are with World Bank for clearance<br />

/ NOL.<br />

TORs for Social & Environmental Experts and Grievance Redressal Cell (GRC) are under scrutiny of CCC.<br />

TORs for enhancement of power from GBHP after clearance from <strong>WAPDA</strong> and World Bank are with<br />

Consultants for submittal of proposal.<br />

Agenda for negotiations of Assignment B (Construction Supervision) to be held with the Consultants by the<br />

Standing Committee for Financial Proposals (SCFP) prepared and sent to GM (P&D) / Convener (SCFP) for<br />

clearance prior to its transmittal to the Consultants.<br />

World Bank is financing the design work at a cost of US $ 5.5 Million whereas the finances to the tune of US<br />

$ 908 Million would be required for implementation / construction of the project. World Bank is inclined to<br />

provide the financing for this project.
