Chapter 2<br />
GENERAL MASS FATALITY POLICY<br />
2.1. Operating Locations and Facilities. Depending upon <strong>the</strong> incident, mass fatality remains<br />
processing operations could be conducted in <strong>the</strong> field, a civilian facility or at <strong>the</strong> Dover AFB Port<br />
Mortuary. Dover AFB facility has <strong>the</strong> capability to expand for processing human remains during<br />
mass fatalities and is <strong>the</strong> preferred location for conducting mass fatality support. If <strong>the</strong> incident<br />
occurs within <strong>the</strong> area <strong>of</strong> responsibility <strong>of</strong> CAFB as defined in Attachment 18, contract funeral<br />
homes within Clovis, NM will be called upon to assist in <strong>the</strong> storage <strong>of</strong> remails until AFMAO<br />
can respond. In <strong>the</strong> event <strong>the</strong> local funeral homes cannot support <strong>the</strong> entire mass fatality incident,<br />
installation refers may be used to augment and <strong>the</strong> NMOMI may also augment.<br />
2.2. Funding. Installations will use <strong>the</strong>ir own O&M funds to fund immediate requirements and<br />
request reimbursement through <strong>the</strong>ir MAJCOM. The 27 <strong>Force</strong> Support Operations Officer shall<br />
draft a monetary budget to be approved <strong>by</strong> <strong>the</strong> 27 SOFSS/CC to be used for <strong>the</strong> purchase <strong>of</strong><br />
Search and Recovery (S&R) items (uniforms, equipment, and Tyvek suites) and o<strong>the</strong>r necessary<br />
mortuary equipment. The budget will also allow for <strong>the</strong> maintenance <strong>of</strong> said necessities in <strong>order</strong><br />
to ensure <strong>the</strong> proper working quality <strong>of</strong> all equipment.<br />
2.3. Roles and Responsibilities (IAW AFI 34-242).<br />
2.3.1. The Commander, 27th Special Operations Wing (27 SOW). Will:<br />
2.3.1.1. Make passenger manifests and o<strong>the</strong>r documentation available to <strong>the</strong> Armed<br />
<strong>Force</strong>s Identification Team in <strong>the</strong> event <strong>of</strong> an <strong>air</strong>craft accident when military personnel<br />
are involved, and aid <strong>the</strong> MO in obtaining relevant <strong>air</strong>craft documentation originating<br />
from ano<strong>the</strong>r base.<br />
2.3.1.2. Provide 11 members for <strong>the</strong> base S&R team, comprised <strong>of</strong> military members<br />
assigned to <strong>the</strong> 27 SOFSS. Must also ensure <strong>the</strong> S&R team is inspected at least annually.<br />
2.3.1.3. Appoint a SCO for each active duty death upon initiation <strong>of</strong> special <strong>order</strong>s <strong>by</strong><br />
Mortuary Aff<strong>air</strong>s (MA).<br />
2.3.1.4. Appoint a FLO within 24 hours for each active duty death upon initiation <strong>of</strong><br />
special <strong>order</strong>s <strong>by</strong> MA.<br />
2.3.1.5. Provide religious support as required, through <strong>the</strong> base chaplain’s <strong>of</strong>fice to <strong>the</strong><br />
victim’s family and members <strong>of</strong> <strong>the</strong> base S&R team.<br />
2.3.1.6. Provide such assistance as is required in determining correct legal procedures<br />
during any situation described in this plan through <strong>the</strong> staff judge advocate. The base<br />
legal <strong>of</strong>fice will review all SCO case files before approval and signature <strong>by</strong> <strong>the</strong> 27 SOW<br />
Commander.<br />
2.3.1.7. Review and approve all active duty SCO case files upon <strong>the</strong>ir completion.<br />
2.3.2. The Commander, 27th Special Operations Mission Support Group (27<br />
SOMSG). Will:<br />
