ed <strong>and</strong> differentiated, which has the potential to trigger the end <strong>of</strong> solidarity with <strong>of</strong>fenders.<br />

The Swiss municipalities with the highest degree <strong>of</strong> right-w<strong>in</strong>g extremist syndrome are found<br />

ma<strong>in</strong>ly <strong>in</strong> rural regions with such a small percentage <strong>of</strong> foreigners that residents lack experi-<br />

ence <strong>and</strong> confrontation with “foreignness” <strong>and</strong> the differences that are part <strong>of</strong> a pluralized<br />

world. This makes develop<strong>in</strong>g people’s capacity to <strong>in</strong>teract respectfully <strong>and</strong> empathetically<br />

with “aliens” all the more necessary.<br />

Achievements <strong>and</strong> successes to date<br />

In the framework <strong>of</strong> the Swiss National Research Programme (NRP) 40+, <strong>Right</strong>-<strong>W<strong>in</strong>g</strong> Extrem- Extrem-<br />

ism – Causes <strong>and</strong> Countermeasures, we conducted a study on the viability <strong>of</strong> social work <strong>in</strong><br />

deal<strong>in</strong>g with right-w<strong>in</strong>g extremism extremism (see Eser Davolio, Eckmann & Drill<strong>in</strong>g, 2004). As the study<br />

focused particularly on community work projects, we fi rst conducted a pilot study <strong>in</strong> n<strong>in</strong>e mu-<br />

nicipalities that had experienced <strong>and</strong> responded to problems <strong>of</strong> right-w<strong>in</strong>g extremism. In the<br />

ma<strong>in</strong> part <strong>of</strong> our study, we evaluated six <strong>in</strong>terventions conducted <strong>in</strong> conjunction with expert<br />

consultants. The results revealed a picture <strong>of</strong> the situation <strong>in</strong> a total <strong>of</strong> fi fteen municipalities <strong>in</strong><br />

the German <strong>and</strong> French-speak<strong>in</strong>g parts <strong>of</strong> Switzerl<strong>and</strong> <strong>and</strong> provided <strong>in</strong>sights <strong>in</strong>to the causes <strong>of</strong><br />

<strong>and</strong> possible countermeasures to right-w<strong>in</strong>g extremism.<br />

There appears to be a characteristic threshold at which right-w<strong>in</strong>g extremism becomes dis- disruptive<br />

<strong>and</strong> triggers responses by municipal authorities. Although right-w<strong>in</strong>g extremist group<strong>in</strong>gs<br />

become conspicuous <strong>in</strong> small towns <strong>and</strong> villages because <strong>of</strong> their paramilitary appear-<br />

ance <strong>and</strong> provocative behaviour, as long as they do not become violent <strong>and</strong> do not threaten<br />

public law <strong>and</strong> order, they do not trigger reactions by the authorities. In such cases case,<br />

right-w<strong>in</strong>g extremism is perceived as a latent problem. However, if violent <strong>in</strong>cidents occur <strong>in</strong><br />

connection with right-w<strong>in</strong>g extremist groups, then awareness <strong>of</strong> the problem <strong>and</strong> the politi-<br />

cal pressure to act <strong>in</strong>crease. As the level <strong>of</strong> unrest turns <strong>in</strong>to deviant behaviour by right-w<strong>in</strong>g<br />

extremist groups, such as threaten<strong>in</strong>g passers-by or violently <strong>in</strong>fr<strong>in</strong>g<strong>in</strong>g others’ rights, <strong>and</strong> the<br />

situation is underscored by a media presence, the problem becomes a high priority issue.<br />

A comparison <strong>of</strong> right-w<strong>in</strong>g extremist scenes <strong>in</strong> the fi fteen municipalities studied shows a<br />

scene dom<strong>in</strong>ated by the “recreational” element among right-w<strong>in</strong>g extremist youth <strong>in</strong> vocation-<br />

al tra<strong>in</strong><strong>in</strong>g. There are two exceptions. In one French-speak<strong>in</strong>g municipality, the young people<br />

are ma<strong>in</strong>ly university prep students at the Matura school, who with their right-w<strong>in</strong>g extremist<br />

attitudes <strong>and</strong> provocative ideology are primarily <strong>in</strong>volved <strong>in</strong> creat<strong>in</strong>g a platform; <strong>and</strong> <strong>in</strong> one<br />

German-speak<strong>in</strong>g municipality municipality the right-w<strong>in</strong>g extremist scene is made up ma<strong>in</strong>ly <strong>of</strong> youth with<br />

alcohol problems on the marg<strong>in</strong> <strong>of</strong> society. Although our survey results show that massive<br />

alcohol consumption is widespread <strong>in</strong> right-w<strong>in</strong>g extremist groups, this does not normally<br />

lead to the social decl<strong>in</strong>e (marg<strong>in</strong>alization) <strong>of</strong> the young people. They are usually described as<br />

well <strong>in</strong>tegrated <strong>and</strong> are seldom unemployed or lack<strong>in</strong>g vocational tra<strong>in</strong><strong>in</strong>g, so that their public<br />

presence is usually restricted to after-work hours. But their public presence usually results <strong>in</strong><br />

competition with other youth scenes <strong>and</strong> therefore <strong>in</strong> a potential for violent confrontations,<br />

which unsettle the local population. What st<strong>and</strong>s out is that the municipalities deal<strong>in</strong>g with<br />
