cooperation with other social <strong>in</strong>stitutions (e.g. families, the police, schools, <strong>and</strong> bus<strong>in</strong>esses),<br />

<strong>and</strong> occasions for the the exchange <strong>of</strong> experiences <strong>and</strong> network<strong>in</strong>g. Exist<strong>in</strong>g projects <strong>of</strong>ten lack<br />

these conditions. When youth work fails due to these shortcom<strong>in</strong>gs it fuels the reproach that<br />

youth work promotes rather than prevents right-w<strong>in</strong>g extremism. The result is exited <strong>and</strong> con-<br />

troversial discussions not only among experts but also throughout the general German public.<br />

The last few years saw a change <strong>in</strong> the pedagogical efforts <strong>in</strong> this fi eld: <strong>in</strong>stead <strong>of</strong> work<strong>in</strong>g<br />

with young people whose problematic behaviour attracted attention, attention turned to pro-<br />

mot<strong>in</strong>g the ideals <strong>of</strong> civil society <strong>and</strong> democracy, <strong>and</strong> the youth who embodied them, as well<br />

as support<strong>in</strong>g the victims. In 2001 the German government started the “Youth for tolerance<br />

<strong>and</strong> democracy – aga<strong>in</strong>st right-w<strong>in</strong>g extremism, xenophobia <strong>and</strong> anti-Semitism” program. This<br />

program consists <strong>of</strong> three parts entitled “Civitas”, “Entimon” <strong>and</strong> “Xenos”. “Civitas” focuses<br />

on develop<strong>in</strong>g a democratic <strong>and</strong> civil culture <strong>in</strong> the former East German states by support<strong>in</strong>g<br />

mobile advisory teams, services for victims <strong>of</strong> politically motivated violence, <strong>and</strong> small local<br />

<strong>in</strong>itiatives. “Entimon” supports projects <strong>of</strong> political education, <strong>in</strong>tercultural learn<strong>in</strong>g, <strong>and</strong> net-<br />

works counter<strong>in</strong>g right-w<strong>in</strong>g extremist tendencies <strong>in</strong> all parts <strong>of</strong> Germany. “Xenos” supports<br />

projects that counter ethnic <strong>and</strong> religious discrim<strong>in</strong>ation <strong>in</strong> vocational tra<strong>in</strong><strong>in</strong>g <strong>and</strong> the work<br />

place. In addition there are various programs organized by <strong>in</strong>dividual German states or private<br />

foundations (Möller, 2002; Rieker, 2002).<br />

With the support <strong>of</strong> these federal, state, <strong>and</strong> privately funded programs, <strong>and</strong> stimulated<br />

by the experiences <strong>of</strong> other countries, various approaches to prevent right-w<strong>in</strong>g extremisms,<br />

xenophobia, <strong>and</strong> anti-Semitism <strong>in</strong> youngsters by way <strong>of</strong> political education <strong>and</strong> tra<strong>in</strong><strong>in</strong>g have<br />

been developed. One type <strong>of</strong> projects concentrate on prevent<strong>in</strong>g violence, others focus on<br />

<strong>in</strong>tercultural or historical learn<strong>in</strong>g <strong>and</strong> on political participation. New approaches were devel-<br />

oped on various fi elds:<br />

Social work with right-w<strong>in</strong>g extremist youth: Protagonists who orig<strong>in</strong>ally emphasised an ap- ap-<br />

proach that accepts young people with extremist op<strong>in</strong>ions on a personal level (as described<br />

above), have recently developed new approaches that concentrate on “justice” as a core-concept<br />

(Krafeld, 2000), aim<strong>in</strong>g to thereby generat<strong>in</strong>g opportunities for critical refl ection on at-<br />

titudes <strong>and</strong> activities that promote <strong>in</strong>equality <strong>and</strong> repression. Tra<strong>in</strong><strong>in</strong>g programs that <strong>in</strong>tegrate<br />

elements <strong>of</strong> confrontation were also developed for youngsters already affected by right-w<strong>in</strong>g<br />

extremist ideologies ideologies <strong>and</strong> organisations (Osborg, 2004). Reports show that such tra<strong>in</strong><strong>in</strong>g pro-<br />

grams can stimulate reorientations <strong>in</strong> young participants. Nevertheless, youth work programs<br />

based on voluntary participation have to keep <strong>in</strong> m<strong>in</strong>d that youngsters might leave when con-<br />

fronted with oppos<strong>in</strong>g positions advocat<strong>in</strong>g democratic values (P<strong>in</strong>gel & Rieker, 2002).<br />

Community orientated social work: Approaches focuss<strong>in</strong>g on community related aspects try<br />

to analyse the needs <strong>and</strong> movements <strong>of</strong> the various groups <strong>in</strong> a social fi eld. These analyses analyses<br />

enable social workers to support xenophobic youngsters, democratic groups, <strong>and</strong> victims <strong>of</strong><br />

right-w<strong>in</strong>g extremist violence cop<strong>in</strong>g with their disperate problems. The challenge <strong>of</strong> these<br />

approaches is to ma<strong>in</strong>ta<strong>in</strong> a balance between the confl ict<strong>in</strong>g needs <strong>of</strong> the various groups. To<br />
