16). However, a <strong>Scout</strong> who has served as assistant senior patrol leader may run for<br />
senior patrol leader.<br />
Patrol leaders are elected every December and May by members <strong>of</strong> their<br />
patrols. Once a <strong>Scout</strong> has served as patrol leader, he cannot run for it again for a<br />
one-year period. A question is whether a Life <strong>Scout</strong> should be on the ballot<br />
simultaneously for patrol leader and senior patrol leader. To date we have put their<br />
names in both places and asked the voting <strong><strong>Scout</strong>s</strong> to vote for one name for only one<br />
position.<br />
Appointed positions (besides junior assistant <strong>Scout</strong>master) include<br />
quartermaster, instructor, scribe, historian, <strong>Troop</strong> guide, and Order <strong>of</strong> the Arrow<br />
representative. For quartermaster, a <strong>Scout</strong> who has space in his house to keep all<br />
the <strong>Troop</strong> equipment is sought. It works out best if this is a year-long position, but<br />
if the quartermaster is elected to a <strong>Troop</strong> position in December, a new<br />
quartermaster should be appointed. For instructors, 3 or 4 are appointed to cover<br />
the topics at the two advancement weekends.<br />
6. What are the terms <strong>of</strong> <strong>of</strong>fice for leadership positions? Do they vary?<br />
Answer: The terms generally cover school semesters; July 1 - January 1,<br />
and January 1 – June 30.<br />
7. Can a parent pass a <strong>Scout</strong> on rank or merit-badge requirements?<br />
Answer: Generally the answer is "no." We like these requirements to be<br />
passed on <strong>Troop</strong> outings and special <strong>Troop</strong> advancement sessions such as fall and<br />
spring Advancement Weekends, where <strong>Troop</strong> adult leaders can oversee their<br />
mastery <strong>of</strong> the requirement. There are some requirements that in the past we have<br />
allowed parents to handle. The <strong>Scout</strong> requirement #9 (pamphlet exercises) should<br />
be covered at home; my default position is to assume that it has been. 2nd-Class<br />
requirement #5 (identify wild animals) has historically been covered at home, with<br />
the <strong>Scout</strong> bringing written evidence <strong>of</strong> the animals or traces <strong>of</strong> animals to show to<br />
the <strong>Scout</strong>master or Assistant <strong>Scout</strong>master. However, when a parent asks <strong>of</strong> they<br />
can teach a merit badge or a rank requirement to their child, I ask them to register<br />
as a merit-badge counselor and announce the badge to be available to the whole<br />
<strong>Troop</strong>. Likewise, for example if a parent wants to take their child on a 5-mile<br />
compass hike to satisfy 2nd-Class requirement 1b, I ask that they announce the<br />
