concerns the forms <strong>of</strong> management <strong>and</strong> leadership development that work in different<br />

contexts.<br />

From both a policy <strong>and</strong> practice point <strong>of</strong> view the answer to these three main questions are<br />

relevant to the decision about how much priority <strong>and</strong> investment to allocate to management<br />

<strong>and</strong> leadership development <strong>and</strong>, if this priority <strong>and</strong> investment is to be made, what form it<br />

should take.<br />

<strong>The</strong> fourth <strong>and</strong> fifth questions are about research to support management <strong>and</strong> leadership<br />

development policy, operations <strong>and</strong> theory. <strong>The</strong> fourth question (Ch. 6) is about how we<br />

judge research presented to us, <strong>and</strong> how we do it. <strong>The</strong> fifth question (Ch.7) is what the most<br />

useful research priories should be now, in the light <strong>of</strong> this review, <strong>and</strong> taking into account<br />

practical opportunities <strong>and</strong> current initiatives.<br />

At the core <strong>of</strong> this review <strong>and</strong> inquiry is the idea <strong>of</strong> a possible value chain in which<br />

management <strong>and</strong> leadership development creates or adds to management <strong>and</strong> leadership<br />

capability, <strong>and</strong> that this in turn, through the creation <strong>and</strong> maintenance <strong>of</strong> organisational<br />

processes, creates economic <strong>and</strong> social benefit.<br />

Performance = that <strong>of</strong> or for individuals, organisations or the nation state, includes the<br />

achievement <strong>of</strong> economic <strong>and</strong> social goals <strong>and</strong> as variously measured by ‘bottom line’,<br />

target performance, stakeholder satisfaction (e.g. balances scorecards) <strong>and</strong> other<br />

methods.<br />
