One example is a thorough <strong>and</strong> strongly evidenced piece <strong>of</strong> research by Marshall et al 1993<br />

(see box) which showed a clear link. <strong>The</strong> authors found that management training did have<br />

an effect on business performance. <strong>The</strong>y concluded that the use <strong>of</strong> an external consultant in<br />

SMEs, who could help them to appraise the business <strong>and</strong> could also provide management<br />

development, was effective in producing business benef<strong>its</strong>. However, this study was carried<br />

out some time ago <strong>and</strong> more up-to-date research is urgently needed.<br />

Use <strong>of</strong> consultants for management development in SMEs<br />

Marshall et al (1993) examined a government initiative to provide financial assistance<br />

for consultants to be employed to help SMEs to train <strong>and</strong> develop their management<br />

staff. This research found that there was a link <strong>and</strong> that the intervention did have an<br />

effect in improving business performance. Using a complex methodology the study<br />

was able to show that the changes observed were actually due to the programme <strong>and</strong><br />

not to general business change. Main gains reported by the SMEs were: increase in<br />

overall training <strong>and</strong> development which continued after the end <strong>of</strong> the project; better<br />

organised business planning <strong>and</strong> workforce planning; more self-confident<br />

management; culture change in management approach to T&D. It can be concluded<br />

therefore that the use <strong>of</strong> an external consultant to appraise the business <strong>and</strong> provide<br />

management training can indeed have a pr<strong>of</strong>ound effect on SMEs.<br />

<strong>The</strong>re are also other studies looking at the overall link between training (all kinds <strong>of</strong> training<br />

rather than management development) <strong>and</strong> business performance. Although the link is<br />

difficult to demonstrate, there are again a small number <strong>of</strong> studies which have succeeded in<br />

showing the connection. One good example <strong>of</strong> a well-evidenced study found that training<br />

loans did have an effect on business performance (Fraser al 2002). <strong>The</strong> research looked at<br />

SMEs that received government training loans. It found that training loans did have a<br />

measurable affect on survival <strong>of</strong> the business, on growth <strong>and</strong> on turnover. More research is<br />

needed which can look in a similar way at interventions which have concentrated on<br />

developing managers rather than the whole workforce in order to provide better evidence that<br />

this is also true for management development.<br />

5.5.3 Difficulties <strong>of</strong> establishing a clear link<br />

As will be discussed in chapter 6 on methodology, it is intrinsically difficult to establish the<br />

effects <strong>of</strong> management development, but some studies are better than others, <strong>and</strong> we can<br />

draw overall conclusions by looking across them.<br />

Even when an intervention appears to have been effective, the results may not be reliable.<br />

An example <strong>of</strong> this is another well-evidenced study on developmental feedback systems in an<br />

organisation also casts doubt upon the validity <strong>of</strong> 360º as a development tool (Bailey &<br />

Fletcher 2002). Changes in subjective views (how managers saw their own competence) did<br />

not relate to having had the feedback. More longitudinal studies <strong>of</strong> this nature would help<br />

achieve a better underst<strong>and</strong>ing <strong>of</strong> when 360º works <strong>and</strong> when it does not. At present the<br />

research data gives at best mixed results.<br />
