returned to work. Hearing on the strike by President’s Missile<br />

Sites Labor Commission was scheduled for August 27.<br />

August 23: International Edition <strong>of</strong> New York Times contained articles<br />

(about 5,000 words) transmitted from New York to Paris via<br />

‘I ELSTAR satellite.<br />

First attempted live radio broadcast between U.S. <strong>and</strong> Europe via<br />

TELSTAR satellite was unsuccessful because <strong>of</strong> failing radio con-<br />

nections between Boston broadcasting station <strong>and</strong> Andover,<br />

Maine, relay station. Boston station received, but could not<br />

underst<strong>and</strong>, Swedish message; Sweden station did not receive<br />

message from Boston. TELSTAR performed perfectly, however.<br />

Two new sources <strong>of</strong> radiation in the Milky Way had been discovered<br />

by USAF Aerobee probe on June 18, physicist Riccardo Giacconi<br />

announced at Third International Symposium on X-Ray Optics<br />

<strong>and</strong> X-Ray Microanalysis, Stanford University. Giacconi said<br />

that knowledge <strong>of</strong> x-ray emissions was valuable because this kind<br />

<strong>of</strong> radiation was “intimately connected with the creation <strong>and</strong><br />

behavior <strong>of</strong> cosmic rays <strong>and</strong> the properties <strong>of</strong> a galaxy. . . .”<br />

Discovery <strong>and</strong> investigation <strong>of</strong> such x-rays would “further under-<br />

st<strong>and</strong>ing <strong>of</strong> the origin <strong>and</strong> dynamics <strong>of</strong> the universe . . . <strong>and</strong><br />

may have a bearing on the study <strong>of</strong> communication <strong>of</strong> matter<br />

between galaxies.” A second probe was planned for launch on<br />

October 2, to investigate the discoveries.<br />

Soviet Cosmonaut Pave1 R. Popovich, in an interview on Moscow<br />

television, was asked if he had seen God in space during his recent<br />

orbit’al flight in VOSTOK IV, <strong>and</strong> he replied: “Yes, I can confirm<br />

this. I have seen God.<br />

I asked his surname <strong>and</strong> he replies,<br />

‘Nikolayev, Andrian Grigorevich.’ ”<br />

August 24: Speaking on the floor <strong>of</strong> the Senate, Senator Thomas<br />

Dodd supported statements by Senator Cannon on August 20,<br />

<strong>and</strong> added: “The primary goals <strong>of</strong> our foreign policy, as I see it,<br />

are fist, the protection <strong>of</strong> our Nation; second, the maintenance<br />

<strong>and</strong> extension <strong>of</strong> freedom ; <strong>and</strong> third, the preservatlon <strong>of</strong> peace. . . .<br />

Our ability to protect our freedoms <strong>and</strong> preserve the peace<br />

depends . . . on our military power in-being-on l<strong>and</strong>, on sea,<br />

in the air <strong>and</strong>, tomorrow, in space. . . .<br />

“I earnestly hope that it will prove possible to maintain our<br />

scientific space program <strong>and</strong> our moon program intact while<br />

instituting an immediate program to bolster our flagging military<br />

effort in space. . . .<br />

“The reorganization <strong>of</strong> our space effort will require a number<br />

<strong>of</strong> changes. First, <strong>and</strong> preceding everything else, there must be<br />

a change in policy, which clearly <strong>and</strong> publicly assigns a greater<br />

emphasis to the military potentialities <strong>of</strong> space. . . .<br />

“Second, there must be a specific directive to the Defense<br />

Department to proceed as a matter <strong>of</strong> the utmost urgency with<br />

the development <strong>of</strong> military space systems, in particular <strong>of</strong><br />

manned space vehicles . . .<br />

“Third, I believe that while proceeding with the development<br />

<strong>of</strong> specialized military spacecraft, our Military Establishment<br />

should be authorized to embark immediately on a launching<br />

program <strong>of</strong> its own for manned space vehicles, perhaps employing
