The Core <strong>Net</strong>work is regional in nature, and the development of the network,<br />
therefore, requires regional dialogue and co-operation. Also the establishment<br />
of efficient transport systems - particularly in the railways and combined transport<br />
sectors - require co-operation between the countries of the region.<br />
Within REBIS, a regional dialogue was established - in the form of high-level<br />
meetings and seminars - and a framework for the continued co-operation beyond<br />
the REBIS project was prepared.<br />
Previous experience shows that the efficient implementation of regional networks<br />
requires, in particular: 1) political commitment among the countries involved,<br />
2) the establishment of a monitoring mechanism - in the form of a<br />
steering committee and a secretariat and 3) a shared technical back-up facility,<br />
preferably with financial support from international organisations.<br />
For the monitoring and development of the Core <strong>Net</strong>work, it is proposed to establish<br />
a joint secretariat and technical back-up facility - tentatively named<br />
SEETO - South-Eastern Europe <strong>Transport</strong> Observatory. SEETO would prepare<br />
annual and multi-annual work plans, act as an information centre for projects<br />
related to the Core <strong>Net</strong>work, and operate a GIS-based database system for this<br />
network. SEETO could also disseminate information related to the Core <strong>Net</strong>work,<br />
arrange seminars on best practices and make arrangements for biannual<br />
high-level regional transport conferences.<br />
REBIS has developed a comprehensive and user-friendly database, which will<br />
be used by SEETO to monitor the development of the Core <strong>Net</strong>work. Data<br />
definitions recently prepared by the European Commission for the collection of<br />
data on the TINA network have been applied. The database covers all transport<br />
modes, and data on the road and rail networks have been entered.<br />
