der crossing facilities, however there is still a need for improvements in procedures<br />
and legislation.<br />
Bosnia and Herzegovina<br />
In Bosnia and Herzegovina there are a number of unresolved border crossing<br />
issues. Facilities are, in many cases, poor, and the location of some border<br />
crossings has not yet been settled. This includes the Samac border. The<br />
CARDS programme plans to fund at least one of the stations; Doljani, Bosanski<br />
Samac/Samac, and Vardiste. The EU may also rehabilitate the border crossing<br />
at Hum. TFFSE will include funding of Orsaje, Izacic and Doljani, and the<br />
Gradiska border crossing is included as pilot project.<br />
It appears that most of the border crossings are being considered under various<br />
programmes, however several border crossings still have poor facilities and<br />
some waiting times (Vardiste (road), Bosanski Samac/Samac (road and rail),<br />
Doljani (road)).<br />
Croatia<br />
In Croatia much work has already been done to improve border facilities but<br />
this is not yet complete. There is also the need to modernise laws and procedures<br />
related to customs and excise. Croatia has a total of 14 border crossings<br />
on the core network.<br />
At some border crossings there is a substantial waiting time. This in particular<br />
applies to Maselj while Bajakovo, Karasovici, Slovonski Samac, Bregana and<br />
Rupa mainly have problems during peak periods.<br />
In addition to the work already carried out/completed, improvements will be<br />
made under CARDS (Bajakovo, Karasovici, Metkovic, Bregana) and TTFSE<br />
(Slavonski Samac, Maselj). The government has also financed or plans to finance<br />
the improvement of several border crossings, e.g. Stara Gradiska and<br />
Dubosevica.<br />
Macelji appears to be the main bottleneck only covered as pilot project under<br />
TTFSE. Depending on the result of the evaluation under TTFSE Maselj may be<br />
considered for improvement because of long waiting times.<br />
FYRO Macedonia<br />
In FYRO Macedonia there is a need to improve and adjust customs' laws and<br />
procedures and to upgrade border facilities. There is also the need to address<br />
the problems of smuggling and corruption 3 .<br />
At some border crossings there is a substantial waiting time. This in particular<br />
applies to Blace, Deve Bair and Tabanovce, especially during peak periods.<br />
