High-level summary<br />

The REBIS study - funded by the EU Commission and focusing on the<br />

development of a multi-modal Core <strong>Transport</strong> <strong>Net</strong>work for the Balkan<br />

region, similar to the Trans-European <strong>Net</strong>works of the European Union -<br />

concluded the following:<br />

• The long-term (2004-2015) investments required to develop a regional<br />

Core <strong>Net</strong>work for roads to acceptable standards are around<br />

EUR 4 billion. This investment will be possible with dedicated efforts<br />

by the countries and support by international donors and financing<br />

institutions. Prospects for privately financed and operated<br />

roads (BOT) are limited, and the development of the Core <strong>Net</strong>work<br />

should not rely on such mechanisms;<br />

• The long-term (2004-2015) investments required to develop a regional<br />

Core <strong>Net</strong>work for railways to acceptable standards - even at<br />

a reduced level - are around EUR 12 billion. Considering their severe<br />

financial problems the railway companies must accelerate reforms<br />

and focus on selected markets and services where rail transport<br />

can contribute effectively to the transport system;<br />

• As a first important step towards meeting the demands of the Core<br />

<strong>Net</strong>work, a short-term investment plan of EUR 3.8 billion is proposed<br />

- to be implemented during the period 2004-09. This excludes<br />

required investments in the Danube River. The implementation of<br />

this plan will require dedicated efforts by the countries and support<br />

by international donors and financing institutions;<br />

• The development of the proposed Core <strong>Net</strong>work requires regional<br />

co-operation. It is recommended that the countries establish a joint<br />

Steering Committee and Secretariat to monitor the development of<br />

the Core <strong>Net</strong>work.<br />
