to protect the confidentiality of both the alleged victim and the<br />

alleged harasser. Toward this end, only persons with a need to<br />

know shall be made privy to the complaint. However, complete<br />

anonymity cannot be assured, given the <strong>College</strong>’s obligation<br />

under law to investigate and take appropriate action in all cases<br />

of sexual harassment.<br />

All complaints of sexual harassment shall be taken seriously.<br />

It is expected that complaints will be made in good faith, however.<br />

Frivolous or vexatious complaints can cause irremediable<br />

damage to the reputation of an accused person, even though he or<br />

she is subsequently vindicated. Therefore, any person who files<br />

a false complaint of sexual harassment shall himself or herself be<br />

subject to disciplinary action, up to and including termination, if<br />

an employee, or expulsion, if a student.<br />

In addition to invoking the available grievance procedure,<br />

an employee who believes he or she has been sexually harassed<br />

may file a complaint with the <strong>Connecticut</strong> commission on Human<br />

Rights and Opportunities, 21 Grand Street, Hartford, CT 06106<br />

and/or with the Equal Employment Opportunity Commission,<br />

One Congress Street, Boston, Massachusetts 02114, within 180<br />

days of the date when the harassment occurred. A student who<br />

believes he or she has been sexually harassed may, in addition to<br />

the available grievance procedure, file a complaint with the federal<br />

Office for Civil Rights, U.S. Department of Education (Region1),<br />

John W. McCormack Post Office and Courthouse, Room 222, Post<br />

Office Square, Boston, Massachusetts 02109.<br />

Publication of sexual Harassment Policy<br />

This document shall be distributed to all members of the <strong>College</strong><br />

community. Notice of the Board’s policy against sexual<br />

harassment also shall be given to any independent contractor<br />

with whom a <strong>College</strong> has a business relationship, as a mandatory<br />

part of that contract.<br />

training<br />

Training in the implementation of the Board’s policy against<br />

sexual harassment and in sexual harassment prevention shall be<br />

provided for all supervisory employees, in accordance with the<br />

provisions of State law. Attendance at such training sessions shall<br />

be mandatory. In addition, awareness and sensitivity training for<br />

all employees is required and for students is strongly encouraged.<br />

Informal concerns may be brought to the attention of the<br />

Dean of Students. Formal complaints of sexual harassment will be<br />

addressed according to our established Affirmative Action Student<br />

Grievance procedure contained in the Student Handbook, on the<br />

<strong>College</strong> website, in the Learning Resource Center and widely<br />

available from college Deans and Division Directors.<br />

A student who believes he or she has been sexually harassed<br />

may, in addition to the available student grievance procedure,<br />

file a complaint with the Federal Office for Civil Rights, U.S.<br />

Department of Education (Region1), John W. McCormack Post<br />

Office and Courthouse, Room 222, Post Office Square, Boston,<br />

Massachusetts 02109.<br />

AcAdEmic APPEAls Policy<br />

Good communication between faculty and students will make<br />

disputes between them infrequent, but if disagreements occur, it<br />

is the <strong>College</strong>’s policy to provide a mechanism whereby a student<br />

may formally appeal faculty decisions. When a student uses the<br />

appeals procedure, all parties should endeavor to resolve the<br />

dispute amicably at the earliest possible stage.<br />

Throughout the appeals process, if the Coordinator or Department<br />

Chair (or Division Director, if there is no Coordinator<br />

or Department Chair), Dean of Academic Affairs, or Academic<br />

Appeals Committee finds that the disputed action involving the<br />

faculty member conflicts with federal or state laws/regulations,<br />

<strong>College</strong>, or department policy, or with the faculty member’s own<br />

stated policy, then a decision should be made in the student’s<br />

favor. If, however, the dispute is determined to be based upon a<br />

faculty member’s professional judgment, such as the evaluation<br />

of test(s), quiz(es), project(s), clinical performance (if applicable),<br />

or performance in a class, then the student is entitled to a timely<br />

appeals process and have the Coordinator/Department Chair/Division<br />

Director, Academic Appeals Committee, or Dean of Academic<br />

Affairs form an opinion about the dispute and advise the faculty<br />

member of their opinion. The Academic Committee of Appeals<br />

will be comprised primarily of faculty and staff representing the<br />

various disciplines and programs throughout the <strong>College</strong>.<br />

types of Appeals<br />

There are two types of Academic Appeals at <strong>Naugatuck</strong> <strong>Valley</strong><br />

<strong>Community</strong> <strong>College</strong>:<br />

(A) General Academic Appeals are for appeals by students in any<br />

program or discipline.<br />

(B) Allied Health/Nursing Clinical Academic Appeals are for<br />

those appeals which deal specifically with clinical evaluation<br />

judgments.<br />

The Chair of the Academic Appeals Committee will determine<br />

the type of appeal and forward it to the appropriate committee.<br />

Refer to the Student Handbook for full policy text.<br />

Copies of the policy and forms may be obtained through the<br />

Divisional Offices, Dean of Academic Affairs, or by contacting<br />

the Academic Appeals Committee Chairperson.<br />

And EVEnts PlAnning<br />

Arrangements for use of campus facilities are made through the<br />

Office of Facilities Scheduling and Events Planning. The staff<br />

provides assistance and event planning for meetings, workshops,<br />

conferences, technical support and information regarding<br />

policies, procedures, fees, descriptions of facilities, and logistics<br />

management.<br />

finAnciAl disclosurE Policy<br />

Individuals can request a copy of the college's most recent audited<br />

financial statement or a fair summary thereof by submitting a<br />

request in writing to the dean of administration.
