xxii STATUTES, RULES,<br />
He shall have power to dissolve any Collegiate Committee_<br />
He shall, on occasions of his absence or illness,<br />
appoint a Deputy from among the Professors, who shall<br />
exercise his powers and discharge his duties for the time<br />
being; provided that no one but the President shall<br />
exercise a casting vote at meetings of Council, or authorize<br />
the signature of resolutions of Council.<br />
Of the Powers and Duties of the Vice-President<br />
Wc will and ordain that<br />
shall be Vice-President of the College, and that until<br />
the office of Vice-President shall determine, he shall be<br />
ex-officio the Deputy of the President during his absence<br />
or illness, and shall, in the absence of the President, have<br />
a second or casting vote in the Council, notwithstanding<br />
anything to the contrary in these presents; and that the<br />
following shall be his powers and duties as Vice-President;<br />
that is to say:<br />
He shall hold a position next in rank to the President<br />
in the government of the College, and at all collegiate<br />
meetings.<br />
He shall be a member of the Council, in addition to<br />
the President and those members of Council whose<br />
election has been herein before directed, and shall attend<br />
the meetings of the College Council and the public<br />
meetings of the College.<br />
He shall have power to visit, at any time, any hall,<br />
lecture-room, office, or other public apartment of the<br />
College.<br />
He shall exercise a constant supervision over all departments<br />
of the College, and shall direct his particular<br />
attention to the maintenance of order and discipline in<br />
the same.<br />
He shall, in respect to the professorship which he<br />
holds, conform to the provisions of the Statutes which<br />
regulate the powers and duties of the l'rofessors,<br />
