INVITATION OF EXPRESSION OF INTEREST
2.1. The Kerala Medical Services Corporation Limited (herein after referred as
‘KMSCL’) invites applications for Empanelment of Drug Testing Laboratories
for the Analysis of Drugs, Medical Devices, Supplies, Surgical Sutures etc more
specifically mentioned in Appendix procured by the KMSCL for a period of
two years from the Date of Acceptance.
2.2. The drug testing laboratories which are currently empanelled by the
corporation need not participate for those qualified products, but can
participate for other products.
2.3. All the drug testing laboratories across the country other than those rejected
due to non compliance of pre-qualification criteria in the EOI (EOI No:
KMSCL/QC/EOI/FY 11-13/01) invited by the corporation are eligible provided
they have the eligibility criteria as prescribed under the pre-qualification
criteria (clause-4.2.)
2.4. The expression of interest process is divided into two:
2.4.1 Scrutiny of technical documents submitted before the scheduled
date and time.
2.4.2 Inspection of the short-listed labs by a technical committee on
behalf of the Corporation and selection of the lab.
2.5. Those analytical labs which are willing to undertake the testing of the drugs
and other medical supplies at the rates prescribed in the Appendix and are
willing to accept the terms and conditions as prescribed under the EOI
document are eligible to be selected as the “empanelled lab of the KMSCL”.
2.6. The rates of the testing of drugs and supplies are pre-fixed, taking into account
the costs of reagents, capital investments in equipments/infrastructure and the
labour cost for the analysis. The offerers shall be willing to undertake the test
subscribing to terms and conditions of this EOI document at these pre-fixed
rates.
2.7. The delivery of results in time and the consistency of the analysis results are
the most important factors to be adhered to by the selected Analytical Testing
Laboratories hereinafter called empanelled labs.
