4.1 Time Limits Prescribed:

SPECIFIC CONDITIONS OF EOI
4.1.1 On empanelment and entrustment of the job, the Analytical Laboratory
should furnish the test reports within15 days from the date of receipt of the
samples of Tablets, Capsules, Pessaries, Ointments, Powder and Liquid
Oral Preparations and within 30 days from the date of receipt of the
sample of sterile preparations.
Note: - The date and time of delivery of samples at the empanelled labs
will be submitted by the couriers of the Corporation as proof of delivery
(POD) and shall be obtainable by the lab from the Corporation. The time
period shall be calculated from the date noted in the POD, which shall be
binding on the empanelled lab.
4.2 Prequalification Criteria:
4.2.1 Only Analytical Laboratories having License under the Drugs and
Cosmetics Act, 1940 and with NABL accreditation are eligible to apply.
4.2.2 The offerers should be in the field of testing and analysis of drugs for the
last three years.
4.2.3 The labs shall have an average annual turnover of `25 lakhs for the last
three consecutive years .i.e., for the period, 2009-10, 2010-11 and 2011-
2012.
4.2.4 Laboratories fully owned by the Government / PSUs, Reputed Research &
Development Laboratories attached to Scientific/Research Institutions are
exempted from the turnover criteria.
4.2.5 Preference shall also be given to labs holding WHO, UNICEF or ISO
Certification.
4.2.6 An Analytical Laboratory, which is independent (and not part of a
manufacturing activity) is only eligible to participate in the EOI process.
4.2.7 The offerers could be any analytical lab located any where in India, which
qualifies as per the pre-qualification criteria, but should be able to comply
with the time frame prescribed under section 4.1.
