on additional controls or monitoring that is not sufficiently present or possible. This makes it<br />

necessary to discuss actual (empirical) outcomes of the application of the <strong>management</strong> <strong>tools</strong>.<br />

We will do this by using your expert opinion. Hence the actual assessment of the <strong>tools</strong> will be<br />

based on the experiences from EU fisheries amongst our MEFEPO members.<br />

If you disagree with whether the aim <strong>and</strong> actual functioning of the <strong>tools</strong> are the same as the<br />

intended effects regarding our four measures of assessment (political acceptability, cost,<br />

ecological <strong>and</strong> dynamic effectiveness) in your country, please indicate this by filling in your<br />

opinion in the relevant criteria boxes under Expert opinion in the table below.<br />

For instance;<br />

- write R for red in the Ecol box if your opinion is that the tool is not ecologically<br />

effective in your country.<br />

- write O for orange in the Ecol box if your opinion is that the tool may be ecologically<br />

effective in come instances in your country.<br />

- write G for green in the Ecol box if your opinion is that the tool is ecologically<br />

effective in your country.<br />

- write W for white in the Ecol box if your opinion is that ecologically effectiveness is<br />

irrelevant for this tool in your country.<br />

For instance, if you feel that mesh size limits are not politically acceptable in your country,<br />

you put an R under Pol in the table below. If you find no reason for assuming that the<br />

expected outcomes are different to the actual in your country, leave the boxes unchanged. If<br />

you would like to comment on your choices, please write in the comment box on the side.<br />
