approval is effective until December 31, <strong>2005</strong>, or until<br />

HRWM services are available for purchase through eBuy,<br />

whichever is sooner.<br />

Option 3. You may use PS Form 8230, Authorization for<br />

Payment. Instructions for use of this payment method can<br />

be obtained at http://blue.usps.gov/formmgmt/8999.htm.<br />

If your facility has an existing contract that expires on or<br />

before November 1, <strong>2005</strong>, the contract will continue<br />

through its scheduled ending date. However, if your existing<br />

contract expires after November 1, you may exercise<br />

the 60- to 90-day (standard in the industry) termination option<br />

and contact Safety-Kleen to establish new service.<br />

Rotary Lock Redistribution and Ordering Process<br />

Rotary locks must be used to secure Registered Mail<br />

and non-saleable stamp stock in transit, whether in<br />

pouches, sacks, CON-CON containers, or LD-3 Dacon<br />

containers. Under the Postal Service and FedEx CON-<br />

CON Program, Registered Mail must be secured in a red<br />

and blue CON-CON container using a rotary/registry lock.<br />

No seals or outside locks are permitted.<br />

Handbook DM-901, Registered Mail, section 523.1,<br />

states that numbered tin-band sealed pouches (PSIN<br />

0817-C) should be used only when rotary locks are not<br />

available.<br />

The first source of supply should always be local redistribution.<br />

Audits show that even when rotary locks are<br />

available locally, units are not redistributing them because<br />

they are not stored in a visible location and coordinators do<br />

not have a visual reminder. Area registry coordinators must<br />

monitor and coordinate the redistribution of rotary locks<br />

within their areas, and sites should maintain up to a 7-day<br />

supply of locks. Quantities greater than a 7-day supply are<br />

considered excess.<br />

If redistribution is not possible, rotary locks can be ordered<br />

at no cost during fiscal year 2006 by contacting the<br />

appropriate area Registered Mail coordinator listed below:<br />

Cintas has implemented changes to its catalog item<br />

numbers and the delivery/service methods for anti-fatigue<br />

mats and outdoor scraper mats.<br />

Cintas will be standardizing the item numbers of its<br />

product inventory. This will result in changes to item<br />

numbers for some products (mops, shop towels, and<br />

replacement items) in the eBuy catalog. During this<br />

transition, the old item number will remain in the Cintas<br />

eBuy catalog; however, a note referencing the new item<br />

the Mail Equipment Shops by completing PS Form 4983,<br />

Postal Key and Lock Requisition.<br />
