f<strong>in</strong>ancial malfeasance, lack <strong>of</strong> transparency <strong>and</strong> an absence <strong>of</strong> accountability are<br />

underm<strong>in</strong><strong>in</strong>g the implementation <strong>of</strong> the CPA. 26<br />

Serv<strong>in</strong>g m<strong>in</strong>isters <strong>and</strong> the Chair <strong>of</strong> the NTGL were reported to have been directly<br />

implicated <strong>in</strong> a secret deal signed <strong>in</strong> February 2005 between the NTGL <strong>and</strong> the West<br />

African M<strong>in</strong><strong>in</strong>g Company (WAMCO), giv<strong>in</strong>g the company ‘exclusive rights to buy all<br />

m<strong>in</strong>erals <strong>in</strong> the western region, except those under contract, for ten years subject to<br />

review.’ <strong>The</strong> contract has s<strong>in</strong>ce been cancelled. 27<br />

<strong>The</strong>re are several other reports <strong>of</strong> corruption <strong>and</strong> disregard for the rule <strong>of</strong> law. <strong>The</strong> Chair<br />

<strong>of</strong> the NTGL is reported to have also been <strong>in</strong>volved <strong>in</strong> the violation <strong>of</strong> Stay Orders <strong>of</strong><br />

the Supreme Court <strong>of</strong> Liberia aga<strong>in</strong>st the sale <strong>of</strong> iron ore stockpiles. It was similarly<br />

reported that ‘the Liberia M<strong>in</strong><strong>in</strong>g Corporation (LIMINCO) award <strong>of</strong> concession to Mittal<br />

Steel, a London HQ company, has also been under controversial circumstances <strong>and</strong> the<br />

matter is currently before the Supreme Court.’ 28<br />

<strong>The</strong> pervasiveness <strong>of</strong> corruption <strong>in</strong> the transition government has led to the United<br />

Nations, the European Commission, World Bank, IMF, <strong>and</strong> ECOWAS to establish the<br />

Governance <strong>and</strong> Economic Management Assistance Programme (GEMAP). Under the<br />

GEMAP, which is valid for an <strong>in</strong>itial period <strong>of</strong> three years, special positions for foreign<br />

f<strong>in</strong>ancial experts would be created <strong>in</strong> the Central Bank <strong>and</strong> five ma<strong>in</strong> revenue generat<strong>in</strong>g<br />

agencies: the National Port Authority, the Forestry Agency, the Bureau <strong>of</strong> Maritime<br />

Affairs, Robertsfield International Airport <strong>and</strong> the Petroleum Ref<strong>in</strong><strong>in</strong>g Corporation. 29<br />

<strong>The</strong> GEMAP would be coord<strong>in</strong>ated by an Economic Governance Steer<strong>in</strong>g Committee<br />

which would be chaired by the Liberian Head <strong>of</strong> State <strong>and</strong> would <strong>in</strong>clude representatives<br />

from the UN, EU, ECOWAS, US government, IMF, World Bank, as well as domestic<br />

representation from the M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance, Central Bank <strong>of</strong> Liberia, <strong>and</strong> the heads <strong>of</strong><br />

the Contracts <strong>and</strong> Monopolies Commission <strong>and</strong> the Governance <strong>Reform</strong> Commission,<br />

<strong>and</strong> representatives <strong>of</strong> civil society. 30<br />

2.2.2. Disarmament, Demobilisation <strong>and</strong> Re<strong>in</strong>tegration (DDR)<br />

<strong>The</strong> DDR programme has witnessed appreciable but qualified progress. UNMIL rapidly<br />

recovered from its <strong>in</strong>itial setbacks <strong>of</strong> December 2003, which have been attributed to ‘the<br />
