harassment, with the more articulate among them arrested, tortured, <strong>and</strong> imprisoned’. 97<br />

By the time <strong>of</strong> Taylor’s departure, civil society <strong>in</strong> Liberia was dissipated <strong>and</strong> <strong>in</strong> disarray. 98<br />

However, the Accra Talks that led to the sign<strong>in</strong>g <strong>of</strong> the CPA manifested a fundamental<br />

change by Liberian civil society; from be<strong>in</strong>g mere watchdogs <strong>of</strong> the government they<br />

became direct actors <strong>in</strong> the transition government. Out <strong>of</strong> the total <strong>of</strong> 76 seats <strong>in</strong> the<br />

NTLA, 7 are filled by civil society representatives, <strong>in</strong>clud<strong>in</strong>g the Chair <strong>of</strong> the Peace<br />

Process <strong>and</strong> National Reconciliation Committee, which is responsible for monitor<strong>in</strong>g<br />

implementation <strong>of</strong> the CPA. <strong>The</strong> agreement also distributed the runn<strong>in</strong>g <strong>of</strong> state-owned<br />

enterprises <strong>and</strong> agencies, <strong>of</strong> which civil society was allocated not less than 16. <strong>The</strong> direct<br />

participation <strong>of</strong> civil society <strong>in</strong> politics has led to concerns about conflict <strong>of</strong> <strong>in</strong>terest:<br />

While civil society normally functions outside the government <strong>in</strong> an oversight or<br />

advocacy position, the Accra Agreement outl<strong>in</strong>es an unprecedented role for<br />

Liberian civil society representation with<strong>in</strong> the transition authority. By hold<strong>in</strong>g<br />

formal positions <strong>in</strong> the NTGL <strong>and</strong> serv<strong>in</strong>g as representatives to the NTLA while<br />

try<strong>in</strong>g to ma<strong>in</strong>ta<strong>in</strong> their watchdog roles, civic leaders <strong>and</strong> their supporters are<br />

grappl<strong>in</strong>g with a number <strong>of</strong> unforeseen conflict<strong>in</strong>g <strong>in</strong>terests <strong>and</strong> constituencies. 99<br />

Even though traditional civil society mechanisms exist (the Poro), these were corrupted<br />

by Taylor <strong>in</strong> his bid to capture <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> power. 100 However there are emerg<strong>in</strong>g signs<br />

that civil society <strong>in</strong> Liberia is <strong>in</strong> the process <strong>of</strong> self-evaluation <strong>and</strong> consolidation. From<br />

22-24 March 2005, the Liberia National Law Enforcement Association (LINLEA)<br />

hosted a three-day conference for civil society under the theme ‘Build<strong>in</strong>g <strong>and</strong> Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

Vibrant Coalitions’. <strong>The</strong> conference, which brought together some 115 civil society<br />

leaders, set up a committee to ‘develop a framework by which Liberian civil society<br />

organisations can effectively collaborate <strong>and</strong> coord<strong>in</strong>ate their efforts <strong>in</strong> address<strong>in</strong>g human<br />

rights <strong>and</strong> other crucial issues’ 101 <strong>The</strong> committee recommended the creation <strong>of</strong> a National<br />

Coalition <strong>of</strong> Civil Society Organisations <strong>in</strong> Liberia (NACCSOL).<br />

4.7. UNMIL Unlimited?<br />

Just as Charles Taylor is reputed to have cast a shadow over Liberian politics even from<br />

exile, the former Special Representative <strong>of</strong> the Secretary General (SRSG) Jacques Kle<strong>in</strong> is<br />

reputed to have had virtually unlimited <strong>in</strong>fluence over post-conflict reconstruction <strong>in</strong><br />

Liberia dur<strong>in</strong>g his tenure. <strong>The</strong>re developed a gulf between a wide spectrum <strong>of</strong> Liberians<br />

<strong>and</strong> the leadership <strong>of</strong> UNMIL dur<strong>in</strong>g the tenure <strong>of</strong> General Kle<strong>in</strong> which has left a deep<br />

scar regard<strong>in</strong>g Liberians’ perception <strong>of</strong> UNMIL. Independent observers have also<br />

For example, on November 28, 2000, security <strong>of</strong>ficials broke <strong>in</strong>to <strong>and</strong> ransacked the <strong>of</strong>fices <strong>of</strong> the Centre for<br />

Democratic Empowerment (CEDE) <strong>in</strong> Monrovia. CEDE was chaired by former Head <strong>of</strong> the Interim Government<br />

(1990-1994), Pr<strong>of</strong>. Amos Sawyer. He <strong>and</strong> his staff were physically assaulted on the occasion, follow<strong>in</strong>g which<br />

Sawyer went <strong>in</strong>to exile.<br />
