LIBERIA NATIONAL DIALOGUE ON SECURITY SECTOR REFORM<br />

CORINA HOTEL, MONROVIA, LIBERIA, 3-4 AUGUST, 2005<br />

SUMMARY REPORT<br />

Introduction<br />

In addition to historical contradictions <strong>and</strong> <strong>in</strong>adequacies, implementation <strong>of</strong> the<br />

Comprehensive Peace Agreement (CPA) has further exposed the need to address critical<br />

issues <strong>in</strong> Liberia’s security sector <strong>in</strong> order to consolidate the ga<strong>in</strong>s <strong>of</strong> post conflict<br />

reconstruction <strong>and</strong> to place the country on a non-reversible track towards good<br />

governance. In view <strong>of</strong> the <strong>in</strong>glorious role played by ill-governed security <strong>in</strong>stitutions <strong>in</strong><br />

the Liberian civil war, the success <strong>and</strong> susta<strong>in</strong>ability <strong>of</strong> rebuild<strong>in</strong>g Liberia would, to a<br />

large extent, depend on the extent to which the security sector is reformed to operate<br />

more efficiently <strong>and</strong> with<strong>in</strong> a framework <strong>of</strong> effective democratic control. With<strong>in</strong> this<br />

context, a dialogue on <strong>Security</strong> <strong>Sector</strong> <strong>Reform</strong> (SSR) would help broaden the<br />

constituency <strong>of</strong> actors work<strong>in</strong>g to develop a collective vision <strong>of</strong> security <strong>in</strong> Liberia.<br />

Moreover, such a dialogue would facilitate the <strong>in</strong>clusion <strong>of</strong> debates around the security<br />

sector <strong>in</strong> pre-elections debate, so as to susta<strong>in</strong> <strong>in</strong>terest on the issue <strong>in</strong> a post-election<br />

reform agenda. 104 Significantly, a Dialogue on SSR would serve as a crucial step <strong>in</strong><br />

br<strong>in</strong>g<strong>in</strong>g voice <strong>and</strong> accountability <strong>in</strong>to the process <strong>of</strong> creat<strong>in</strong>g an <strong>in</strong>clusive, locally-driven<br />

SSR process <strong>in</strong> Liberia.<br />

Aga<strong>in</strong>st this background, the M<strong>in</strong>istry <strong>of</strong> Justice, Liberia <strong>and</strong> the United Nations Mission<br />

<strong>in</strong> Liberia (UNMIL), convened a National Dialogue on <strong>Security</strong> <strong>Sector</strong> <strong>Reform</strong> was held<br />

<strong>in</strong> at Cor<strong>in</strong>a Hotel, Monrovia, Liberia from 03 August to 04 August, 2005. <strong>The</strong> event was<br />

jo<strong>in</strong>tly facilitated <strong>and</strong> funded by the Conflict <strong>Security</strong> <strong>and</strong> Development Group (CSDG)<br />

<strong>of</strong> K<strong>in</strong>g’s College, University <strong>of</strong> London, the Centre for Democracy <strong>and</strong> Development<br />

(CDD), Lagos, Nigeria, <strong>and</strong> the Geneva Centre for the Democratic Control <strong>of</strong> Armed<br />

Forces (DCAF), Switzerl<strong>and</strong>. <strong>The</strong> dialogue served as an avenue for a structured but<br />

<strong>in</strong>formal conversation focused on SSR between relevant stakeholders <strong>in</strong>clud<strong>in</strong>g the<br />

United Nations, the transitional legislature, judiciary, civil society, relevant m<strong>in</strong>istries, civil<br />

society, <strong>and</strong> organizations responsible for implement<strong>in</strong>g reform.<br />

Objectives<br />

104 Accord<strong>in</strong>g to the terms <strong>of</strong> the CPA, elections <strong>in</strong> Liberia are scheduled for October 2005.<br />
