Proliferation <strong>of</strong> Small Arms: It was noted that there is a cont<strong>in</strong>ued proliferation <strong>of</strong> small<br />

arms despite the largely successful DDR programme <strong>and</strong> <strong>in</strong> spite <strong>of</strong> the United Nations<br />

arms embargo on Liberia. It was further noted that a major shortcom<strong>in</strong>g <strong>of</strong> the DDR<br />

process has been a discernible gap between Disarmament <strong>and</strong> Demobilization (DD) on<br />

the one h<strong>and</strong>, <strong>and</strong> Re<strong>in</strong>tegration <strong>and</strong> Rehabilitation (RR) on the other. Bridg<strong>in</strong>g the DD-<br />

RR gap would therefore be strategic importance to a viable SSR programme <strong>in</strong> Liberia.<br />

I. Features <strong>of</strong> Liberia’s Desired <strong>Security</strong> System<br />

<strong>The</strong> dialogue featured a consensus that <strong>Security</strong> <strong>Sector</strong> <strong>Reform</strong> exercise <strong>in</strong> Liberia should<br />

be comprehensive <strong>and</strong> should <strong>in</strong>clude <strong>and</strong> should address all the issues hitherto neglected<br />

<strong>in</strong> the country. <strong>The</strong> participants also agreed that there is the need for Liberia to ensure<br />

that its new security framework enhances opportunities <strong>and</strong> promotes an enabl<strong>in</strong>g<br />

environment for susta<strong>in</strong>able development. Such a framework should reflect a collective<br />

vision <strong>of</strong> security which should <strong>in</strong> turn emanate from broad consultations among<br />

Liberians. In this regard, the Dialogue was recognized as a positive <strong>and</strong> necessary step <strong>in</strong><br />

this direction. Overall, it was agreed that Liberians desire a security system which is<br />

effective <strong>and</strong> efficient <strong>in</strong> the performance <strong>of</strong> its statutory functions <strong>and</strong> is under<br />

democratic oversight <strong>and</strong> control. <strong>The</strong> follow<strong>in</strong>g characteristics reflect some <strong>of</strong> the<br />

essential elements <strong>of</strong> a new security system <strong>in</strong> Liberia that featured <strong>in</strong> the dialogue:<br />

• <strong>Security</strong> <strong>in</strong>stitutions that are law abid<strong>in</strong>g <strong>and</strong> respectful <strong>of</strong> the human rights <strong>and</strong><br />

dignity <strong>of</strong> all Liberian citizens;<br />

• A security system <strong>in</strong> which the m<strong>and</strong>ate <strong>of</strong> each security <strong>in</strong>stitution is clear <strong>and</strong> does<br />

not overlap or conflict with the duties <strong>and</strong> responsibilities <strong>of</strong> other security<br />

establishments;<br />

• <strong>Security</strong> <strong>in</strong>stitutions which are comprised <strong>of</strong> <strong>and</strong> reflect all Liberia’s ethnic <strong>and</strong><br />

religious groups;<br />

• <strong>Security</strong> <strong>in</strong>stitutions which is accountable to civil authority;<br />

• A security system which allows for <strong>and</strong> encourages constructive civil society <strong>in</strong>put;<br />

• Suitably qualified <strong>and</strong> well tra<strong>in</strong>ed security personnel who are recruited through a<br />

transparent process;<br />

• A security system which can effectively secure Liberia’s borders <strong>and</strong> natural resource<br />

endowments;<br />

• A security system which is sensitive to sub-regional security imperatives;<br />

• A security system which is affordable by Liberia, though with <strong>in</strong>itial <strong>in</strong>ternational<br />

support.<br />
