large number <strong>of</strong> former policemen who served under Taylor's disgraced<br />

government. 71<br />

In defence <strong>of</strong> CivPol however, other sources affirm that the recruitment process has<br />

been thorough <strong>in</strong> <strong>in</strong>vestigat<strong>in</strong>g the background <strong>of</strong> recruits. Accord<strong>in</strong>g to the International<br />

Crisis Group, recruits are vetted several times to ensure they are not war crim<strong>in</strong>als. 72 <strong>The</strong><br />

report also observed, as part <strong>of</strong> this process, the names <strong>of</strong> recruits are also published <strong>in</strong><br />

Monrovian newspapers, with requests for citizens to come forward with <strong>in</strong>formation on<br />

anyone who committed crimes dur<strong>in</strong>g the wars. <strong>The</strong> report further notes that ‘as part <strong>of</strong><br />

efforts to verify that LNP recruits do not have crim<strong>in</strong>al records, UNMIL has established<br />

an “<strong>in</strong>tegrity bank”, which compiles background <strong>in</strong>formation on c<strong>and</strong>idates for use <strong>in</strong><br />

screen<strong>in</strong>g by the Liberian National Law Enforcement Association. 73<br />

<strong>The</strong>re is also danger <strong>of</strong> a parallel composition with<strong>in</strong> the present structure <strong>of</strong> the Liberian<br />

Police. Disgruntled Senior Police Officers have written a dissent<strong>in</strong>g document aga<strong>in</strong>st<br />

UN CivPol for be<strong>in</strong>g sidel<strong>in</strong>ed. 74 Perhaps most alarm<strong>in</strong>g are reports <strong>of</strong> cont<strong>in</strong>u<strong>in</strong>g police<br />

brutality among <strong>of</strong>ficers <strong>of</strong> both the old LNP <strong>and</strong> the new CivPol created force. 75 A<br />

newspaper editorial found it necessary to be blunt on this concern:<br />

Without m<strong>in</strong>c<strong>in</strong>g words, <strong>and</strong> for good reasons, the public is beg<strong>in</strong>n<strong>in</strong>g to dislike<br />

what it sees <strong>in</strong> the new police cubs. What it sees is smoke emanat<strong>in</strong>g from the fire<br />

<strong>of</strong> friction. And <strong>in</strong>variably the op<strong>in</strong>ion be<strong>in</strong>g formed (is) that our little angels<br />

(recruits) are catch<strong>in</strong>g the virus <strong>of</strong> maverick polic<strong>in</strong>g so early…<strong>The</strong>y are seem<strong>in</strong>gly<br />

rely<strong>in</strong>g more on brute force than on the persuasive power <strong>of</strong> the law. 76<br />

What is beyond doubt is that the situation has improved somewhat, <strong>and</strong> err<strong>in</strong>g police<br />

<strong>of</strong>ficers can no longer assume impunity. 77 Though serious as the problems <strong>of</strong> polic<strong>in</strong>g<br />

are, they cannot be seen <strong>in</strong> isolation <strong>of</strong> the crim<strong>in</strong>al justice system s<strong>in</strong>ce the police are<br />

only an implement<strong>in</strong>g agent <strong>of</strong> the crim<strong>in</strong>al justice system. 78<br />

3.3. Judiciary: Don’t Blame it on the war!<br />

<strong>The</strong> role <strong>of</strong> justice <strong>and</strong> the rule <strong>of</strong> law <strong>in</strong> security <strong>and</strong> susta<strong>in</strong>able development can hardly<br />

be over-emphasised. Br<strong>in</strong>g<strong>in</strong>g an end to impunity <strong>and</strong> <strong>in</strong>fus<strong>in</strong>g the notion <strong>of</strong> equality<br />
