4. WORKS PROCUREMENT & ORGANISATION<br />

4.1 Procurement Principles<br />

<strong>BAE</strong> <strong>SYSTEMS</strong> <strong>PLC</strong><br />

<strong>ROF</strong> <strong>BISHOPTON</strong><br />

<strong>Traffic</strong> <strong>Management</strong> <strong>Plan</strong><br />

<strong>ROF</strong> Bishopton is a significant investment in land asset, which requires a wide<br />

range of skills and expertise.<br />

Market analysis suggests that the entire range of expertise and resource<br />

required to deliver the project cannot realistically be procured from one source.<br />

The intention is to develop a procurement route, which brings together a<br />

number of principal contracts into a single delivery model.<br />

The site is currently an Explosive Licensed Site and this categorisation will be<br />

reviewed at the completion of each remediation area to systematically withdraw<br />

development sites from the licensed area over time.<br />

<strong>BAE</strong> Systems Environmental, who have unique and significant experience of<br />

remediating explosive licensed sites in the UK, will carry out remediation. <strong>BAE</strong><br />

Systems Environmental will be appointed Principal Contractor as defined by<br />

the Construction (Design & <strong>Management</strong>) Regulations 2007 for the purposes of<br />

the remediation works only.<br />

Once LQMA sites are remediated they will be: -<br />

a) Passed to infrastructure contractors for construction of infrastructure<br />

corridors<br />

b) Passed to residential / commercial developers<br />

Infrastructure contractors for the Northern Access Road, Southern Access<br />

Road and primary utility packages will contract with <strong>BAE</strong> Systems Plc to deliver<br />

the Phase 1 Infrastructure.<br />

Residential / commercial developers will purchase areas of land for<br />

development with no further input from <strong>BAE</strong> Systems Plc other than<br />

development control issues within the consented Masterplan scheme.<br />

Developers will require to deliver development within the framework of the<br />

outline consent and will contract with <strong>BAE</strong> Systems Plc on the basis of<br />

development control documentation and other commercial terms.<br />

4.2 Remediation<br />

In order to deliver the remediation of the <strong>ROF</strong> Bishopton site and the Phase 1<br />

Infrastructure a series of Work Packages have been developed to address the<br />

need for the various resources and expertise required to deliver the<br />

Masterplan.<br />

A Work Package Schedule has been included within Appendix D and shows<br />

work packages which will be either standalone main contracts to <strong>BAE</strong> Systems<br />

Plc or specialist work package contracts to <strong>BAE</strong> Systems Environmental.Most<br />

work packages will involve particular skill sets and resources and most will<br />

include significant civil engineering operations over large areas of the<br />

development site.<br />
