It is recognized that a larger macro management model is required to manage off site vehicle movements. A detailed Traffic Management Plan is required to inform contractors and other stakeholders of the prescribed routes to and from the ROF Bishopton Site. This document fulfils that requirement. As a general note it is intended that transportation offsite of waste and arisings will be minimised by applying techniques involving recycling wherever possible. 4.3 Considerate Constructors It is a requirement of BAE Systems and the planning authority that the remediation project be registered with the Considerate Constructors Scheme. 5. TRAFFIC MANAGEMENT & ROUTING 5.1 Primary Access 5.1.1 Georgetown Reception Centre BAE SYSTEMS PLC ROF BISHOPTON Traffic Management Plan 24 th October 2010 The Planning Conditions require that all remediation site operations are serviced via a dedicated construction access off the B790 Houston Rd, incorporating off-road / on-site parking facilities, weighbridge and wheelwash facilities. This access point is hereafter referred to as Georgetown Reception Centre. Emergency Service vehicles attending site will access via this point. It is important to note that once phase 1 infrastructure works are completed then Bishopton Village is essentially “by-passed” to construction traffic. At this stage developers and future residents alike will be able to access the development area via the new Southern and Northern Access roads thus precluding any requirement for access through Bishopton Village for construction access for new development. Access for remediation purposes will be provided via the temporary contractor access at Houston Rd, which is established as the first piece of construction works in early 2011. The Georgetown Reception Centre consists of a new road access to the southern most part of the site, with local widening to the existing B790 Houston Rd for vehicle turning in safety, a reception and security centre, weighbridge, wheel wash and on site parking facilities etc. which connects to an internal haul route utilising existing ROF infrastructure through the site to a central compound area. This will serve as the primary access for all construction vehicles associated with remediation. A drawing of the proposed reception centre and details of the associated wheelwash are included in Appendix E. The access road works associated with the Georgetown Reception Centre are subject to a Roads Construction Consent reference number CC/10/03 which is included at Appendix F. This will also be the primary point of access for Emergency Service Vehicles to the main site and as such will be maintained accordingly. The emergency services have been consulted and have agreed to this strategy. The emergency services will be consulted regularly during operations and each contractor will require to establish arrangements for access for emergency services relative to their own areas of work in line with Health & Safety Legislation and the nature of work in hand. 5.2 Additional Access Points All remediation operations will be accessed via the Georgetown Reception Centre, however, if it is necessary to consider alternative access points for particular aspects of the works Renfrewshire Council will be consulted.
