As expected in a project of this nature and scale regular progress and technical meetings will be held between BAE Systems and key stakeholders. The type and frequency of such meetings will be driven by project requirements. Apart from the other forms of communication the public have to hand (listed above) it is a BAE Systems requirement that the project site is registered with the Considerate Constructors Scheme. This important initiative operates voluntary Site and Company Codes of Considerate Practice, with which participating construction companies and sites register. The Site and Company Codes of Considerate Practice commit those contractors and construction companies in the Scheme to be considerate and good neighbours, as well as clean, respectful, safe, environmentally conscious, responsible and accountable. 6. INTERNAL SITE LOGISTICS 6.1 Welfare and Site Organisation BAE SYSTEMS PLC ROF BISHOPTON Traffic Management Plan 24 th October 2010 As noted in the previous chapter a construction haul route will be established between Georgetown Reception Centre and the main remediation compound within the central part of the ROF Bishopton site. The haul route itself will follow the route of existing internal roads and will be maintained with regular inspection and reinforcement as required. Some temporary reinforcement of the haul route structures may be required. The haul route will be available for vehicle use only and no pedestrian access is available along its length. All labour engaged on remediation activities will be received at Georgetown Reception Centre at the commencement of each shift. Parking will be provided outwith the secure zone and operatives will be required to swipe in through a site security system and board a shuttle service to transit them to the main site compound. The shuttle service will be operated by the logistics contractor and consist of a minibus service in radio contact with the security control room. The main site compound will itself comprise of office and welfare facilities in line with best practice for remediation sites. It will incorporate a clean and dirty side with showering and washing facilities accessed from the main site, with all site workers required to pass through the hygiene facilities prior to accessing clean side, canteen, office facilities and the shuttle service to Georgetown Reception Centre. At the end of each working shift all operative will pass through hygiene prior to boarding the shuttle service, which will transit the haul route to the Reception Centre. For the avoidance of doubt vehicles using the haul route will be considered “dirty” and must pass through the wheel wash prior to onward access to the local road network. There is no provision for overnight parking or siting of mobile homes and caravans anywhere within the ROF Bishopton Site and contractors staff will require to make arrangements for overnight accommodation through formal providers off site. Light commercial vehicles delivering to the site will generally be received and unloaded at Georgetown Reception Centre with goods distributed around the site from this point via the shuttle service or dedicated onsite vehicles. Conversely waste from offices and welfare facilities only will be collected by the logistics contractor from source and deposited in wheelie bins at Georgetown Reception Centre for collection by a suitable waste contractor for disposal / recycling. Georgetown Reception Centre will incorporate facilities for delivery, dispatch and distribution of mail and will act as a point of access for emergency vehicles arriving at the main site and will be maintained accordingly. Contractors utilizing alternative site accesses for the Northern Access Road and Southern Access Road (North Sector) will require to make arrangements for emergency vehicle access within the general duties under Health & Safety Legislation including access points for the works – this is particularly prevalent in regard to GARDINER & THEOBALD LLP 18
