This <strong>Traffic</strong> <strong>Management</strong> <strong>Plan</strong> (TMP) provides a summary and explanation of<br />

the construction sequence and methodology to be employed by contractors<br />

working on the development site together with the proposed framework for<br />

execution of the construction works in order to minimise the impact of the <strong>ROF</strong><br />

Bishopton Development on the surrounding area.<br />

A number of the <strong>Plan</strong>ning Conditions associated with Consent for the<br />

remediation and landfill construction place constraints on site operations. The<br />

requirements contained within those Conditions related to traffic movement and<br />

logistics are listed below and considered in this document.<br />

09/0456/PP 11 Construction of That prior to any works commencing on site, detailed drawings of the vehicular access onto<br />

a landfill Facility the B790 Houston Road demonstrating its design and construction complying with the<br />

Scottish Executive Design Manual for Roads and Bridges and the Council's Guidelines for<br />

Development Roads shall be submitted for the written approval of the <strong>Plan</strong>ning Authority.<br />

The details thereafter agreed shall be implemented on site in the approved manner prior to<br />

the commencement of the construction of the landfill hereby approved and the access shall<br />

thereafter be maintained as such subject to the limitation imposed by Condition 16 below.<br />

09/0456/PP 12 Construction of That prior to the vehicular access onto the B790 Houston Road being brought into use, the<br />

a landfill Facility applicant shall provide details of and make provision for wheel washing facilities and any<br />

other required associated facilities to ensure that vehicles travelling to and from the site do<br />

not discharge deleterious materials onto the public road. The details thereafter agreed shall<br />

be implemented on site and maintained in the approved manner for the duration of the<br />

activities hereby approved.<br />

09/0456/PP 13 Construction of That prior to the vehicular access onto the B790 Houston Road being brought into use, the<br />

a landfill Facility applicant shall enter into a Vehicle Routing Agreement with the Council to ensure that all<br />

vehicles associated with the works travel on routes that are considered most suitable for the<br />

purpose of gaining access to and from the nearest trunk and principal roads. The Vehicle<br />

Routing Agreement once concluded shall be adhered to for the duration of the development<br />

hereby approved unless altered or revised with the permission of the <strong>Plan</strong>ning Authority.<br />

09/0456/PP 14 Construction of That prior to the commencement of the works hereby approved, the applicant, in<br />

a landfill Facility conjunction with the <strong>Plan</strong>ning Authority, shall agree a methodology and programme for<br />

undertaking dilapidation surveys of the roads connecting to the site before, during and after<br />

the landfill works. The dilapidation surveys shall monitor the effects of site traffic and shall<br />

identify any abnormal site vehicles load that may lead to extraordinary expenses in<br />

repairing local roads damaged by these heavy vehicles. The methodology, programme and<br />

surveys agreed shall thereafter be carried out in the approved manner for the duration of<br />

the works hereby approved<br />

09/0527/PP 13 Engineering That prior to the access onto the B790 Houston Road being brought into use, the applicant<br />

overall <strong>Traffic</strong> <strong>Management</strong> <strong>Plan</strong>);<br />

It is intended that this TMP will be submitted to Renfrewshire Council <strong>Plan</strong>ning<br />

Authority for formal discharge of all or some of the Conditions noted in the<br />

above table.<br />

The TMP is not intended to provide a detailed specification for the works but<br />

rather outlines the issues considered at the early design stage which may not<br />

be readily understood from drawing information alone but that need to be<br />

considered in terms of the impact of the development on the surrounding area<br />

in terms of traffic associated with development works<br />

Detailed specifications for each package of work will be developed prior to the<br />

commencement of any works and these specifications will reflect any<br />

necessary restrictions on materials, equipment and working practices<br />

demanded by the outcome of the various environmental and planning studies<br />

that accompanied the <strong>Plan</strong>ning Application together with any conditions that<br />

may subsequently be applied.<br />

As such, this is a live document, which will require ongoing review to reflect<br />

further information, which may come to light and as a result of the evolving<br />

design detail. Notwithstanding and as a minimum a review will take place<br />

annually with Renfrewshire Council, on the anniversary of the agreement of<br />

this document, or if significant changes are required to the arrangements<br />

detailed in this document.<br />

1.1 Site Overview<br />

The <strong>ROF</strong> Bishopton Development lies immediately to the south of Bishopton<br />

Village within Renfrewshire Council’s administrative area..<br />

<strong>ROF</strong> Bishopton extends to some 1000 ha and incorporates remains of 4 former<br />

Royal Ordnance Factories including energy provision facilities, administration<br />

facilities and welfare facilities dating back to initial operations at Georgetown<br />

which commenced in 1915, involving shell filling during the great war, until<br />

1919. Subsequently, in 1940 operations recommenced in 3 new factories to<br />

manufacture propellant for the British Army and Royal Air force – The factory<br />

was finally closed in 2000, however an operational Environmental Test Facility<br />

(ETF) remains on site and will remain operational for the foreseeable future.<br />

The ETF is outwith the scope of this document and will be isolated from the<br />

main site by way of security fencing and utility service alterations and<br />

diversions.<br />

The <strong>ROF</strong> Bishopton Site remains an explosives Licensed Site under license<br />

from the Health & Safety Executive, however, the boundary of that license will<br />

be revised over time to reflect completion of remediation works and handover<br />

of each area to developers.<br />

As all factory sites are now redundant, <strong>BAE</strong> Systems Plc have undertaken to<br />

carry out a programme of remediation and infrastructure works to prepare<br />

elements of the site for sale to housing and commercial developers which<br />

includes the provision of community facilities. Of the 1000ha within the site<br />

ownership boundary approximately 230ha will be developed as a Core<br />

Development Area (CDA) with the remainder converted to Woodland Park for<br />

public use. Remediation standards will reflect the future proposed uses of the<br />

site. A Masterplan drawing is included within Appendix A.<br />

Structures on site are of varying vintage and are currently disused. With no<br />

practical current use they are therefore largely surplus to requirements<br />

<strong>BAE</strong> Systems will continue to operate commercially the ETF situated at the<br />

southeast corner of the site and occupying approximately 170 hectares of<br />

land. This facility employs around 40 permanent staff. Access to and from the<br />

facility is to be maintained throughout the redevelopment of the rest of the<br />

<strong>ROF</strong> site.<br />

2. SCOPE OF DEVELOPMENT WORKS<br />

2.1 General<br />

The proposed development includes remediation of the site, on a rolling<br />

programme, to release sites for redevelopment along with provision of<br />

supporting infrastructure. The principal remediation activities are;-<br />

2.1.1 Landfill Facilities<br />

Construction of an on site Landfill facility to receive contaminants from the site<br />

utilising site won materials for capping layers etc. The facility will be enclosed<br />

and separated from the main site by fencing. The facility will be licensed by<br />

SEPA for acceptance of material directly related to remediation of the <strong>ROF</strong><br />

Bishopton site.<br />

2.1.2 Asbestos Removal<br />

An asbestos survey has been undertaken to identify Asbestos Containing<br />

Materials (ACM’s) within the buildings of the former factories. A full asbestos<br />

removal contract will be instigated to remove these materials for deposition in<br />

the dedicated landfill facility.<br />

2.1.3 Building Decontamination<br />

Decontamination of buildings to remove traces of explosives contamination,<br />

that exists within the structural elements and redundant process plant.<br />

2.1.4 Demolition<br />

Following building decontamination the buildings will be demolished. This<br />

consists broadly of soft-stripping of buildings and on site segregation of<br />

materials for recycling or disposal. This is followed by machine demolition with<br />

segregation of concrete, steel and brick for recycling and /or re-use.<br />

Foundations will be removed for buildings within the CDA and elsewhere will<br />

remain in-situ. Recycling of concrete and brick materials by crushing on site will<br />

negate the need for removal off site thus helping to minimise traffic<br />

movements.<br />

2.1.5 Remediation<br />

Remediation and/or treatment of soils in line with the remediation strategy will<br />

involve significant on-site traffic movements.. All remediation arisings will be<br />

retained on site for either landfilling or treatment, for re-use in development.<br />

Following on from remediation bulk earthworks activities encompassing use of<br />

heavy earthmoving equipment and transport will take place in some parts of<br />

the site.<br />

2.1.6 Southern Access Road<br />

Provision of a new access road to the south of the CDA connecting the CDA<br />

with the A8 south east of Bishopton Village allowing access to the development<br />

from the east and south without increasing traffic through Bishopton Village<br />

itself.<br />

The southern access road will comprise a new 7.3m wide carriageway on a<br />

raised embankment crossing the main Glasgow to Gourock electrified railway<br />

line and will thus include a 50m span road bridge. It will also incorporate<br />

pavements and cycle lanes, street lighting where necessary, designed crossing<br />

points, utility zones and landscaping mounds.<br />

2.1.7 Northern Access Road<br />

Provision of a new access road to the North of the CDA connecting the CDA<br />

with the A8 North West of Bishopton Village allowing access to the<br />

development from the west and north without increasing traffic through<br />

Bishopton Village itself.<br />

2.1.8 SUDS Ponds<br />

Provision of a development wide Sustainable Urban Drainage System to<br />

manage surface water arising from the development within the existing water<br />

environment.<br />

2.1.9 Foul drainage infrastructure<br />

Provision of spine foul drainage including a series of pumping stations to<br />

provide a “bridge” between the new development sites and the existing<br />

drainage infrastructure and onward to Erskine Sewerage Treatment <strong>Plan</strong>t. The<br />

foul drainage will be taken to existing infrastructure to both North and South of<br />

the CDA.<br />

2.1.10Utility Services<br />

Provision of Spine utility infrastructure from the existing networks to provide<br />

connections through the site to each development plot. This will include power;<br />

water and telecom provision will be taken to existing infrastructure to both<br />

North and South of the CDA.<br />

2.1.11M8 Junction<br />

The final piece of infrastructure is the creation of a new half diamond Motorway<br />

Junction connecting the M8 with the A8 east of Bishopton and to the east of the<br />

new South Access Road. This junction is scheduled to commence during late<br />

2015. The M8 Junction will be subject to a separate <strong>Traffic</strong> <strong>Management</strong> <strong>Plan</strong><br />

developed to satisfy the requirements of the Trunk Road Operator, Transport<br />

Scotland and other stakeholders and is therefore not discussed here.<br />

The Bishopton Masterplan Development will evolve over a period of fifteen<br />

years and as such development plans and methodology must remain flexible to<br />

accommodate change in design, statutory requirements and economic factors<br />

over such a prolonged period.<br />

The development will involve a number of contractors and developers through<br />

the various phases of work to remediate the land, drive in infrastructure, and<br />

develop out plots in line with the masterplan uses.<br />

The Master Development Programme is contained within Appendix B and<br />

covers the initial period of remediation and infrastructure delivery. This is<br />

further supported by a series of phasing plans showing development in 5 key<br />

stages.<br />

Phase 1 delivers initial remediation and the initial infrastructure being delivered<br />

by <strong>BAE</strong> Systems Plc. Phase 2-5 delivers remaining remediation only by <strong>BAE</strong><br />

Systems Plc and infrastructure by developers.<br />

The site has been subdivided into 34 Land Quality <strong>Management</strong> Areas<br />

(LQMA’s) and a layout drawing denoting these is attached in Appendix C.<br />

These areas have been agreed with Renfrewshire Council and represent each<br />

site area to be remediated prior to handover of each or in part to residential /<br />

commercial developers.<br />

Phase 1 is the most complex phase in terms of logistics and sequencing w<br />

because a number of primary activities run concurrently.<br />

4. WORKS PROCUREMENT & ORGANISATION<br />

4.1 Procurement Principles<br />

<strong>ROF</strong> Bishopton is a significant investment in land asset, which requires a wide<br />

range of skills and expertise.<br />

Market analysis suggests that the entire range of expertise and resource<br />

required to deliver the project cannot realistically be procured from one source.<br />

The intention is to develop a procurement route, which brings together a<br />

number of principal contracts into a single delivery model.<br />

The site is currently an Explosive Licensed Site and this categorisation will be<br />

reviewed at the completion of each remediation area to systematically withdraw<br />

development sites from the licensed area over time.<br />

<strong>BAE</strong> Systems Environmental, who have unique and significant experience of<br />

remediating explosive licensed sites in the UK, will carry out remediation. <strong>BAE</strong><br />

Systems Environmental will be appointed Principal Contractor as defined by<br />

the Construction (Design & <strong>Management</strong>) Regulations 2007 for the purposes of<br />

the remediation works only.<br />

Once LQMA sites are remediated they will be: -<br />

a) Passed to infrastructure contractors for construction of infrastructure<br />

corridors<br />

b) Passed to residential / commercial developers<br />

Infrastructure contractors for the Northern Access Road, Southern Access<br />

Road and primary utility packages will contract with <strong>BAE</strong> Systems Plc to deliver<br />

the Phase 1 Infrastructure.<br />

Residential / commercial developers will purchase areas of land for<br />

development with no further input from <strong>BAE</strong> Systems Plc other than<br />

development control issues within the consented Masterplan scheme.<br />

Developers will require to deliver development within the framework of the<br />

outline consent and will contract with <strong>BAE</strong> Systems Plc on the basis of<br />

development control documentation and other commercial terms.<br />

4.2 Remediation<br />

In order to deliver the remediation of the <strong>ROF</strong> Bishopton site and the Phase 1<br />

Infrastructure a series of Work Packages have been developed to address the<br />

need for the various resources and expertise required to deliver the<br />

Masterplan.<br />

A Work Package Schedule has been included within Appendix D and shows<br />

work packages which will be either standalone main contracts to <strong>BAE</strong> Systems<br />

Plc or specialist work package contracts to <strong>BAE</strong> Systems Environmental.Most<br />

work packages will involve particular skill sets and resources and most will<br />

include significant civil engineering operations over large areas of the<br />

development site.<br />

We have identified some key risks and issues that need to be appropriately<br />

<strong>BAE</strong> Systems Environmental will procure a series of work packages to provide<br />

engineering and logistics support to the remediation project.<br />

4.2.1 Logistics<br />

This will include centrally managed packages to cover the following: -<br />

Single Contractor, under the Principal Contractors control, responsible for<br />

provision for: -<br />

Site Induction<br />

<strong>Traffic</strong> management generally<br />

Wayfinding signage and route planning to local road network<br />

Internal site wayfinding and signage<br />

Maintenance of emergency evacuation plan and muster points<br />

Maintenance of emergency vehicle routes<br />

Segregation of pedestrians and plant<br />

Delivery management<br />

Material handling and dispatch of surplus material / plant to market /<br />

depot<br />

Security including provision of temporary fence lines around remediated<br />

sites<br />

Maintenance of central welfare and accommodation<br />

<strong>Management</strong> of the distribution of potable water<br />

<strong>Management</strong> of power for the works<br />

4.2.2 Building Decontamination and Demolition<br />

Asbestos removal<br />

It is clear that an on site Logistics <strong>Plan</strong> can be put in place and managed<br />

effectively via informed procurement and management of appropriate<br />

resources. It is recognized that a larger macro management model is required<br />

to manage off site vehicle movements.<br />

A detailed <strong>Traffic</strong> <strong>Management</strong> <strong>Plan</strong> is required to inform contractors and other<br />

stakeholders of the prescribed routes to and from the <strong>ROF</strong> Bishopton Site.<br />

This document fulfils that requirement.<br />

As a general note it is intended that transportation offsite of waste and arisings<br />

will be minimised by applying techniques involving recycling wherever<br />

possible.<br />

4.3 Considerate Constructors<br />

It is a requirement of <strong>BAE</strong> Systems and the planning authority that the<br />

remediation project be registered with the Considerate Constructors Scheme.<br />

5. TRAFFIC MANAGEMENT & ROUTING<br />

5.1 Primary Access<br />

5.1.1 Georgetown Reception Centre<br />

The <strong>Plan</strong>ning Conditions require that all remediation site operations are<br />

serviced via a dedicated construction access off the B790 Houston Rd,<br />

incorporating off-road / on-site parking facilities, weighbridge and wheelwash<br />

facilities. This access point is hereafter referred to as Georgetown Reception<br />

Centre. Emergency Service vehicles attending site will access via this point.<br />

It is important to note that once phase 1 infrastructure works are completed<br />

then Bishopton Village is essentially “by-passed” to construction traffic. At this<br />

stage developers and future residents alike will be able to access the<br />

development area via the new Southern and Northern Access roads thus<br />

precluding any requirement for access through Bishopton Village for<br />

construction access for new development. Access for remediation purposes<br />

will be provided via the temporary contractor access at Houston Rd, which is<br />

established as the first piece of construction works in early 2011.<br />

The Georgetown Reception Centre consists of a new road access to the<br />

southern most part of the site, with local widening to the existing B790 Houston<br />

Rd for vehicle turning in safety, a reception and security centre, weighbridge,<br />

wheel wash and on site parking facilities etc. which connects to an internal haul<br />

route utilising existing <strong>ROF</strong> infrastructure through the site to a central<br />

compound area. This will serve as the primary access for all construction<br />

vehicles associated with remediation. A drawing of the proposed reception<br />

centre and details of the associated wheelwash are included in Appendix E.<br />

The access road works associated with the Georgetown Reception Centre are<br />

subject to a Roads Construction Consent reference number CC/10/03 which is<br />

included at Appendix F.<br />

This will also be the primary point of access for Emergency Service Vehicles<br />

to the main site and as such will be maintained accordingly. The emergency<br />

services have been consulted and have agreed to this strategy. The<br />

emergency services will be consulted regularly during operations and each<br />

contractor will require to establish arrangements for access for emergency<br />

services relative to their own areas of work in line with Health & Safety<br />

Legislation and the nature of work in hand.<br />

5.2 Additional Access Points<br />

All remediation operations will be accessed via the Georgetown Reception<br />

Centre, however, if it is necessary to consider alternative access points for<br />

particular aspects of the works Renfrewshire Council will be consulted.<br />

5.2.1 Northern Access Road (NAR)<br />

A further construction access point will be established from October 2011 to<br />

facilitate access to the Northern Access Road site only.<br />

Only the main contractor for the Northern Access Road works and the<br />

emergency services attending this site will be afforded use of this access point<br />

and it will only be available from the west via Junction 31 of the M8. No access<br />

to the A8 East of the site entrance will be available and signage will be placed<br />

to advise this.<br />

Emergency Service vehicles will not be excluded from Bishopton village<br />

This access point and compound will provide small office accommodation,<br />

welfare facilities, off-road / on-site parking and wheelwash facilities.<br />

This access is required to avoid NAR Construction Vehicles transiting the<br />

remediation zones within the main site.<br />

On completion of this section of road, permanent public access will be<br />

available though this access, however, this will only service new housing<br />

developments, which will be subject to a further <strong>Plan</strong>ning Consent.<br />

5.2.2 Southern Access Road (SAR)<br />

A final additional access point will be established from November 2011 on the<br />

A8 east of Bishopton Village solely to provide construction access to the new<br />

Southern Access Road.<br />

No construction vehicle access to the A8 West of the site entrance will be<br />

available and signage will be placed to advise accordingly.<br />

This site access is necessary to deal with the dissection of the SAR site by the<br />

existing railway. It will service compound facilities for construction of the<br />

carriageway north of the new rail bridge and the construction of the new rail<br />

bridge itself (SAR North Sector) Compound facilities for the southern portion of<br />

this new access road (SAR South Sector) will be accessed via Georgetown<br />

Reception Centre.<br />

It is noted that due to the form of bridge construction, large level areas are<br />

desired to act as a crane platforms for lifting of 50m span steel members.<br />

The area adjacent the A8 and the proposed SAR North Sector compound<br />

affords this more readily and provides more suitable access for vehicles<br />

delivering long span steel members.<br />

Once the rail bridge has been completed then the SAR North Sector can be<br />

down graded to a satellite welfare facility only, with primary access to this site<br />

only available via Georgetown Reception Centre.<br />

As the road will generally be constructed from the new roundabout at the A8<br />

southwards, downgrading of this compound is a logical step.<br />

All construction vehicles leaving the SAR North Sector compound will require<br />

to pass through a wheel cleaning facility until the carriage way works are<br />

completed and permanent road surfaces are serviceable.<br />

On completion of this section of road, permanent public access will be<br />

available though this access. From this point forward the SAR will only service<br />

new housing developments themselves and which will be subject to a further<br />

<strong>Plan</strong>ning Consent<br />

We have shown these points and their designated arrival points within<br />

Appendix G<br />

It is noted that the default arrival point is Georgetown Reception Centre and<br />

vehicles associated with remediation activities are required to use this access<br />

at all times.<br />

Access to other points are limited to works immediately in that area and without<br />

access through Bishopton Village.<br />

5.3 Routing<br />

There are two Primary access routes for normal loads form the main Trunk<br />

Road Network, namely<br />

Approaches from the South (Paisley local) M8 East & West, A737<br />

Via St James Interchange and then via the A726 North and B790<br />

West<br />

Approaches from the North (A82) M8 East & West.<br />

Via M/A898 Erskine Bridge and then via the A726 South and B790<br />

West<br />

Both these routes afford access to Georgetown Reception Centre and the<br />

Southern Access Road (North Sector) and as such are the default access<br />

routes to <strong>ROF</strong> Bishopton development works.<br />

It should be noted that this route features two low bridges as the b790 passes<br />

beneath the m8 motorway and the Glasgow to Gourock rail line approximately<br />

1 mile before the Georgetown reception centre. The height restriction here is<br />

3.8m (12’ 6”)<br />

An alternative route for high vehicles and extraordinary loads exceeding this<br />

height only, is available via the A737, B789 and B790 through Houston.<br />

The B789 includes sections of 5.5 metre carriageway and all reasonable<br />

endeavours will be used to ensure that measures are taken to minimise<br />

disruption to the general public using the Low Bridge Avoidance Route.<br />

Movement of vehicles on the Low Bridge Avoidance Route will be planned in<br />

advance as far as is reasonably practicable by <strong>BAE</strong> Systems and its<br />

contractors and agreed with the Council as necessary including the temporary<br />

closure of all or part of the Low Bridge Avoidance Route.<br />

This route transits a residential area and movements of extraordinary loads is<br />

restricted and should be planned to transit Houston outside of the following<br />

hours<br />

Mon – Friday 8am to 10am<br />

Mon – Friday 2pm to 7pm<br />

Saturday 8am to 7pm<br />

Sunday 8am to 7pm<br />

And in all cases 11pm to 6am<br />

A route plan is incorporated in appendix H as the low bridge avoidance route.<br />

All loads within the limits of the B790 height restriction must use the<br />

default route via the A726.<br />

These routes will be incorporated in contract documentation and will form the<br />

basis of a Vehicle Route <strong>Plan</strong>ning Agreement between <strong>BAE</strong> Systems Plc and<br />

Renfrewshire Council.<br />

A secondary access is available for the Northern Access Road Site only via<br />

Junction 31 of the M8 via the A8. All traffic with this destination must use this<br />

route.<br />

Emergency Services will use whichever route is deemed suitable and are not<br />

excluded from Houston or Bishopton at any time<br />

A diagram showing these primary routes is included in Appendix H.<br />

<strong>BAE</strong> Systems have entered into a maintenance agreement with Renfrewshire<br />

Council to specifically address Condition 09/0456/PP No14. This seeks to<br />

mitigate any perceived difficulties around surveying, investigation and<br />

apportionment of extraordinarly road maintenance issues arising from the<br />

development works. A copy of this agreement is contained within appendix I<br />

5.4 Monitoring & Enforcement<br />

Signage will be placed around Bishopton Village with contact numbers (incl. a<br />

general freephone enquiry line) advising concerned members of the public to<br />

report any heavy construction vehicle (Class C and above) sighted within the<br />

Bishopton Village exclusion zone. <strong>BAE</strong> Systems Plc will then investigate any<br />

sightings and take appropriate action as follows: -<br />

Upon receipt of any valid complaint or observation <strong>BAE</strong> Systems Plc will take<br />

action against contractors not following the <strong>Traffic</strong> <strong>Management</strong> <strong>Plan</strong><br />

requirements. The provisions of the <strong>Traffic</strong> <strong>Management</strong> <strong>Plan</strong> are a contractual<br />

requirement and failure to observe the arrangements in place will incur<br />

penalties.<br />

All deliveries of major plant and equipment and off / on site transit of materials<br />

will require to be booked in advance with the logistics contractor via an<br />

“ebooking” system which will not only facilitate effective management of<br />

deliveries within defined slots and thus avoiding congestion at gates, it will<br />

provide an auditable system to record registration numbers of vehicles for<br />

comparison to sighting records in Bishopton Village.<br />

A scheme of directional signage is required to direct vehicles leaving the trunk<br />

road network to the appropriate access point.<br />

Private signage is not permitted on the Trunk Road Network by statutory<br />

instrument and signage can only be provided on the local road networks with<br />

the approval of the relevant local authority.<br />

The signage scheme will require statutory approvals and expertise and it is our<br />

intention to appoint a <strong>Traffic</strong> <strong>Management</strong> Operator to provide directional<br />

signage across the local road networks as well as additional warning and<br />

safety signage around junctions and at access points to the development<br />

works together with provision and maintenance of internal site signage to<br />

manage internal traffic and pedestrian segregation.<br />

5.6 Communication and Complaints<br />

There is a communication strategy, which has been provided to Renfrewshire<br />

Council in the discharge of condition 09/0527/PP/34 in relation to the<br />

Remediation and Bulk Earthworks of the former <strong>ROF</strong> site at Bishopton.<br />

This Communication Strategy provides a framework within which all written and<br />

verbal communication is expected to follow to maintain the most effective<br />

means of delivering and receiving information to and from the respective<br />

stakeholders to the project.<br />

As the majority of communication from the local communities and the public<br />

are expected to be via a range of methods (E-mail, telephone, internet and<br />

postal) <strong>BAE</strong> Systems intend to establish and maintain a variety of mediums<br />

including:<br />

above) it is a <strong>BAE</strong> Systems requirement that the project site is registered with<br />

the Considerate Constructors Scheme. This important initiative operates<br />

voluntary Site and Company Codes of Considerate Practice, with which<br />

participating construction companies and sites register.<br />

The Site and Company Codes of Considerate Practice commit those<br />

contractors and construction companies in the Scheme to be considerate and<br />

good neighbours, as well as clean, respectful, safe, environmentally conscious,<br />

responsible and accountable.<br />

6. INTERNAL SITE LOGISTICS<br />

As noted in the previous chapter a construction haul route will be established<br />

between Georgetown Reception Centre and the main remediation compound<br />

within the central part of the <strong>ROF</strong> Bishopton site. The haul route itself will follow<br />

the route of existing internal roads and will be maintained with regular<br />

inspection and reinforcement as required. Some temporary reinforcement of<br />

the haul route structures may be required.<br />

The haul route will be available for vehicle use only and no pedestrian access<br />

is available along its length.<br />

All labour engaged on remediation activities will be received at Georgetown<br />

Reception Centre at the commencement of each shift. Parking will be provided<br />

outwith the secure zone and operatives will be required to swipe in through a<br />

site security system and board a shuttle service to transit them to the main site<br />

compound. The shuttle service will be operated by the logistics contractor and<br />

consist of a minibus service in radio contact with the security control room.<br />

The main site compound will itself comprise of office and welfare facilities in<br />

line with best practice for remediation sites. It will incorporate a clean and dirty<br />

side with showering and washing facilities accessed from the main site, with all<br />

site workers required to pass through the hygiene facilities prior to accessing<br />

clean side, canteen, office facilities and the shuttle service to Georgetown<br />

Reception Centre.<br />

At the end of each working shift all operative will pass through hygiene prior to<br />

boarding the shuttle service, which will transit the haul route to the Reception<br />

Centre. For the avoidance of doubt vehicles using the haul route will be<br />

considered “dirty” and must pass through the wheel wash prior to onward<br />

access to the local road network.<br />

There is no provision for overnight parking or siting of mobile homes and<br />

caravans anywhere within the <strong>ROF</strong> Bishopton Site and contractors staff will<br />

require to make arrangements for overnight accommodation through formal<br />

providers off site.<br />

Light commercial vehicles delivering to the site will generally be received and<br />

unloaded at Georgetown Reception Centre with goods distributed around the<br />

site from this point via the shuttle service or dedicated onsite vehicles.<br />

Conversely waste from offices and welfare facilities only will be collected by the<br />

logistics contractor from source and deposited in wheelie bins at Georgetown<br />

Reception Centre for collection by a suitable waste contractor for disposal /<br />

recycling.<br />

Georgetown Reception Centre will incorporate facilities for delivery, dispatch<br />

and distribution of mail and will act as a point of access for emergency vehicles<br />

arriving at the main site and will be maintained accordingly. Contractors<br />

utilizing alternative site accesses for the Northern Access Road and Southern<br />

Access Road (North Sector) will require to make arrangements for emergency<br />

vehicle access within the general duties under Health & Safety Legislation<br />

including access points for the works – this is particularly prevalent in regard to<br />

the Southern Access Road where the site is split.<br />

This will allow all private and light commercial vehicles to remain within the<br />

“clean” zone outwith the security line and thus avoid the need for cleaning of<br />

these vehicles prior to leaving site.<br />

Generally <strong>BAE</strong> Systems and associated works contractors will provide a range<br />

of dedicated on site vehicles for use within the main site only. This range will<br />

It is envisaged that this onsite fleet is sufficient to undertake the works, manage<br />

deliveries and provide personnel transfer between the Reception Centre and<br />

the main site compound. Provision will be enhanced as required to suit usage<br />

demand during the entire works programme.<br />

Any vehicle transiting between main site remediation / construction zones and<br />

through security to the public highway is required to first pass through a<br />

wheelwash facility. This process will be managed by the logistics contractor by<br />

means of filter lane provision to direct vehicles through the wheelwash as a<br />

default movement.<br />

All vehicles carrying bulk loose material i.e. tippers etc. will require automatic<br />

load covers to be deployed prior to leaving the point of loading and transiting<br />

the site to the public road network.<br />

These vehicles will be held at outbound security for weighing, checking of<br />

transit documentation and confirmation that wheels are clean and loads have<br />

been covered prior to leaving site.<br />

Large Commercial vehicles will largely be involved in the following movements<br />

Delivery of plant and equipment at the outset of the project<br />

Delivery of bulk consumables associated with earthworks and landfill<br />

construction<br />

Delivery of materials associated with the construction of the Southern<br />

Access Road (south)<br />

Removal from site of waste materials for recycling e.g. metals from<br />

demolition<br />

Removal from site of surplus clean material to market i.e. surplus hardcore,<br />

topsoil’s or other valuable waste.<br />

Relocation of limited useable material from the main site to SAR (North<br />

Sector)<br />

All Heavy goods vehicles will report to Georgetown Reception Centre and will<br />

be held at security until cleared for transit onto the main site. Parking for HGV’s<br />

and vehicle tracking has been incorporated within the design for this area.<br />

All Heavy Goods Vehicles will be required to transit the wheelwash prior to<br />

leaving the main site and access the public road network.<br />

All on site plant and equipment will require to be washed down at the main<br />

internal site compound prior to being loaded for off site transfer to depot.<br />

Vehicles carrying these items will require to pass through the wheelwash<br />

facilities at Georgetown prior to accessing the local road network<br />

In all instances the Georgetown Reception Centre will provide dedicated<br />

construction access to compounds associated with Phase 1 works.<br />

As noted above the effective management of vehicles to and within the<br />

development site is of paramount importance in order to manage safety, avoid<br />

nuisance and unnecessary congestion and therefore pollution within the<br />

Bishopton Village area.<br />

General Arrangement Drawings showing internal haul routes and compound<br />

locations are included in Appendix G.<br />

6.2 Waste <strong>Management</strong><br />

A waste handling facility will be provided on site adjacent the new landfill facility<br />

and within sight of the main compound.<br />

All materials excavated from site will require to be tested to establish their<br />

contamination level in line with the remediation plan.<br />

The final destination of materials will be ascertained in this manner with highlevel<br />

bulk waste and asbestos consigned to the landfill site.<br />

Lower level waste will be treated within the waste treatment facility and<br />

deposited to either temporary spoil heaps for re-use or directly within<br />

landscape elements as required.<br />

The final location of earth mounding and temporary spoil heaps is yet to be<br />

finalised through the master plan and engineering design process but material<br />

will utilise the logistics routes noted in Appendix J and will be deposited in<br />

close proximity to their final finished destination.<br />

All temporary spoil heaps will require temporary stabilisation and silt fencing to<br />

mitigated any loss or silt contamination through weather erosion.<br />

Compliance with Environmental Protection Act 1990, Control of Noise at Works<br />

Regulations 2005, The Health and Safety at Work Regulations 1974 and BS<br />

5228 will be required. Reference should be made to the Noise and Vibration<br />

<strong>Management</strong> <strong>Plan</strong> at Appendix 7 of the Remediation Strategy (report ref. B0064-<br />

0C-R1-1 <strong>BAE</strong> Systems 2009).<br />

A programme of monitoring and measurement would be undertaken to ensure<br />

that noise and vibration levels at nearby properties or other sensitive sites are<br />

monitoring for action level compliance.<br />

Strict controls on the sequencing of works and providing noise protection would<br />

be developed on an activity-by activity basis. These would include:<br />

Static plant would be positioned away from properties<br />

Mobile plant would be turned off when not in use<br />

Engine covers will be in place when plant is operating<br />

Modern, silenced and well maintained plant will be used for each<br />

construction task in line with EU directives<br />

Use of radios, other sound systems or tannoys would not be permitted<br />

anywhere on the construction site apart from under emergency<br />

conditions.<br />

Cutting operations or other noisy tasks would be minimised wherever<br />

practicable.<br />

Localised shielding of noisy operations would be required where there<br />

may be a risk of nuisance.<br />

Working hours for heavy machinery would be restricted to the hours indicated<br />

below:<br />

Normal Working Hours<br />

0730 – 1800 Monday to Friday<br />

0730 – 1300 Saturday<br />

With occasional working on Sundays and Bank Holidays where essential and<br />

agreed with Renfrewshire Council.<br />

6.4 Air Quality & Emissions<br />

Particular care would be required to maintain dust emissions at a practicable<br />

minimum when working in the vicinity of the residential properties and<br />

environmentally sensitive areas. Best Practice mitigation would be required<br />

during dry conditions. The use of Best Practicable Means (as defined in Part III<br />

of the Environmental Protection Act 1990) would be employed. Dust reduction<br />

Surfacing of the haul roads as soon as possible in the programme<br />

Haul roads to be regularly cleaned<br />

Provision of wheel washing facilities at access points onto local roads (to<br />

prevent mud getting on the public highways)<br />

Damping down to haul roads using mobile water bowsers<br />

Monitoring and repair of haul roads to address pot holes & surface<br />

deterioration<br />

Provision for a Project weather station to record data such as wind (speed<br />

and direction), precipitation, temperature<br />

Monitoring at sensitive locations on a regular basis with an agreed strategy<br />

in place for remedial action measures immediately a non conformance is<br />

detected<br />

Certain construction activities are inherently dusty and would require<br />

additional controls e.g. concrete cutting. Such activities may require local<br />

extraction plant or the activities may be limited to certain areas or time<br />

periods in order to limit impacts<br />

Restrictions on emissions would include where practicable:-<br />

Regular maintenance and presentation of maintenance schedules on<br />

request for all construction plant<br />

No burning of non-explosive waste materials on site;<br />

Banning of idling vehicle engines on site<br />

Strathclyde Fire and Rescue require that access to your site from the B790 Houston Road, is<br />

maintained and would be required by the Strathclyde Fire and Rescue in the event of an<br />

emergency situation, and that suitable provision is made for access to the outside of any<br />

building for fire-fighting and rescue vehicles from a public road.<br />

You should be advised to ensure compliance with the duties placed upon you under Part 3 of<br />

the Fire (Scotland) Act 2005 (as amended) insofar as such obligations would apply and in<br />

Dilapidation Survey Agreement<br />

Location<br />

The survey will be carried out on the following roads:-<br />

A726 between M8 junction 29 St James Interchange and A898 Erskine Bridge.<br />

B790 Houston Road between A726 Barnsford Road and the Georgetown Reception Centre<br />

Frequency<br />

A base line survey will be carried out prior to the opening of the reception centre.<br />

A monthly safety inspection of the routes will be carried out to record defects in the<br />

carriageway. Where any significant areas of distress are noted, a service inspection of that<br />

area will be undertaken.<br />

Any complaints notified to the Council will be investigated in line with the current policy of the<br />

roads service, normally within 2 working days.<br />

A service inspection of the roads will be undertaken when more than 2 areas of distress are<br />

noted in any safety inspection or as a minimum annually.<br />

Repairs<br />

Any repairs instructed will be prioritised in accordance with the roads service policy prevalent<br />

at the time and the standard of repair will have due regard to the type and volume of traffic<br />

using the roads.<br />

Records<br />

The results of all inspections and repairs will be retained for a minimum of 5 years.<br />

The terms utilised in this agreement are as defined in Well Maintained Highways (National<br />

CoP for Highway Maintenance <strong>Management</strong>) or any updated successor CoP adopted by the<br />

Council.<br />
