Goodson Associates 7.9 Third Party Information Proposed Store Development, Wallneuk Road, Paisley - 9692 A request for information relating to the site and surrounding area was made to Renfrewshire Council with regard to Part IIA prioritisation and former land use. It was confirmed during a telephone conversation with James McDonald the Environmental Health Officer (EHO) that currently no sites have been designated within Renfrewshire Council. It was highlighted that this did not precluded the potential for sites to present possible contaminatory sources as a result of former land use. This is also stated in the contaminated land inspection strategy document. The former site use was confirmed as a mixed industrial land use site with former railway sidings, goods storage depots and former iron manufacturing. Lighter industrial units, car parking and entertainment facilities (indoor bowling centres) were established in the early 1980’s. Information on the decommissioning works of the PFS (operated by Esso) in the northern boundary was made available and is included (as Appendix 7). 7.10 Previous Reports A previous desk study was undertaken in January 2002 commissioned by Goodson Associates. 8.0 CONCEPTUAL SITE MODEL A Conceptual Site Model (CSM) is a planning tool used for identifying hazardous sources, complete exposure pathways, and potential receptors on which to focus the risk assessment. The CSM presents the network of relationships between potential hazards from within and adjacent to the site area and the receptors that may be exposed to the hazards through pathways such as ingestion or inhalation of gases. A key element is that, not only does the CSM examine the range of potential exposure pathways that are present and may be important for human and ecological receptors, it eliminates those pathways that are incomplete and therefore do not pose a risk. The concept of a pollutant linkage is a useful tool for understanding the interaction of potential contaminants and end site users via the Source Pathway Receptor model. If any component of the pollutant linkage is absent, or through remediation options be mitigated, then the risk posed by an identified contaminant is removed. Applying the concept of viable pollutant linkage to the site, and considering the current environmental setting and previous land use, there is the potential for contaminants to exist on site from previous land use within and out with the site boundary. CLR 8 21 contains as appendices, a range of industrial process/land uses and the contaminants associated with such activities (Industry Profiles). A CSM has derived that considers potential viable complete pollutant linkages and the corresponding risk is described below and summarised in Table 2. 21 Potential Contaminants for the Assessment of Land (Environment Agency) March 2002.
