Goodson Associates 1.0 INTRODUCTION Proposed Store Development, Wallneuk Road, Paisley - 9692 This Preliminary Environmental Assessment Report, (desk study) presents the findings of available published historic maps, geological and hydrogeological data, statutory database searches and third party information obtained for a proposed retail store development at Wallneuk Road, Paisley <strong>Renfrewshire</strong>. The purpose of this report is to summarise the historic and current land use in an environmental context, with regard to the suitability of use of the site concerning the proposed construction of retail store facility, petrol filling station (PFS) with kiosk, recycling areas, at grade and raised car parking areas. Data relating to potentially sensitive environmental land use within and adjacent to the site boundary has been referenced to further assess any relevant potential constraints to development or considerations for the wider environment as a result of development. Recommendations to minimise the potential impact(s) of the development and if necessary, conduct further intrusive investigation are provided in this report. This report was prepared for Tesco Stores Limited. 2.0 THE CONTAMINATED LAND REGIME Contaminated land may be present in locations where previous industrial activity occurred, through unregulated disposal of waste products, or where land has been reworked or infilled such as disused mines or landfill sites. Contaminant sources are generally diverse and may exist as solids, liquids or gases. These may be readily identifiable (surface spoil) or difficult to detect (polluted groundwater) and may be masked by apparent clean materials such as top soil or inert waste materials. Spatial distributions and concentrations of contaminants may also be difficult to quantify from visual assessment, and it is often necessary to conduct intrusive, quantitative investigation to fully ascertain the nature and extent of any contaminants that may be present. The contaminated land regime provides a regulatory framework for the assessment and definition of contaminated land. In Scotland, this guidance is provided in a recently updated guidance note 1 which provides key points on the changes to Section 78 of Part IIA of the Environmental Protection Act 1990 through the implementation of the WEWS 2 Scotland Act, and the Contaminated Land (Scotland) Regulations 2005.
