for 20 years; provision for 40 guardians of the poor (“the Guardians”), 24<br />

to be appointed and 16 elected (sections 4 to 7)<br />

(d) establishment of a Corporation to be known as The Governor, Deputy<br />

Governor, Assistants, and Guardians of the <strong>Poor</strong> in the Town of Kingstonupon-Hull<br />

comprising the 40 Guardians (five for each of the eight wards)<br />

with power to hold land for the purposes of this Act; election of a<br />

Governor, Deputy Governor and eight Assistants to govern the<br />

Corporation (section 8)<br />

(e) existing 24 Guardians to hold office for life; remaining 16 Guardians to be<br />

elected for a term of three years by ratepayers at a meeting to be held no<br />

later than October 1824; procedure for replacing Guardians;<br />

disqualification for holding office of Guardian (sections 9 to 13)<br />

(f) provision for holding of courts or assemblies of the Corporation; quorum<br />

for such courts or assemblies; Guardians present to appoint a Chairman;<br />

adjournment of courts or assemblies; court or assembly authorised to<br />

make bye-laws for the better running of the Corporation; appointment of<br />

Committees of the Corporation (sections 14 to 19)<br />

(g) Guardians each year to appoint a Governor, Deputy Governor and eight<br />

Assistant Governors of the Corporation; appointment of treasurer and<br />

other officers; offices of treasurer and clerk to be held by different people;<br />

persons having served as Governor, Deputy Governor or Assistant<br />

Governor to be exempt from re-election as such for 20 years; penalty for<br />

failure to take on such office; resignation from such office (sections 20 to<br />

27)<br />

(h) existing workhouse and other property to vest in the Corporation; all<br />

charitable and other gifts given to the town to be paid to the Corporation<br />

for the benefit of the poor; production of money and books held pursuant<br />

to the earlier enactments; Corporation to take on existing liabilities;<br />

proceedings of the Guardians to be recorded in writing and open for<br />

inspection (sections 28 to 32)<br />

(i) Corporation vested with the care and maintenance of the poor of<br />

Kingston-upon-Hull; Corporation authorised to find employment for poor<br />

persons resident in the workhouse; Corporation authorised to establish<br />

schools in the workhouse for the children residents; Corporation to have<br />

the powers and authorities granted to overseers of the poor; justices of<br />

the peace authorised to act upon complaints from the Corporation’s<br />
