7.2.3 Guiding principles<br />
The following principles should underpin <strong>and</strong> guide the provision of social <strong>and</strong> community infrastructure in Wollert <strong>and</strong> Quarry Hills:<br />
<strong>Social</strong> inclusion<br />
Residents will have access to community infrastructure <strong>and</strong> associated services regardless of their age, gender, sexual preference, physical <strong>and</strong><br />
abilities, ethnicity <strong>and</strong>/or economic capacity.<br />
There will be equity <strong>and</strong> balance in the provision of community facilities, programs <strong>and</strong> services.<br />
Building strong communities<br />
<strong>Social</strong> <strong>and</strong> community infrastructure will be used to create strong <strong>and</strong> resilient communities.<br />
The local communities will be encouraged to be involved in the future planning <strong>and</strong> development of social <strong>and</strong> community infrastructure.<br />
<strong>Social</strong> <strong>and</strong> community infrastructure will promote community connectedness, encourage participation in community life <strong>and</strong> promotes healthy <strong>and</strong><br />
active lifestyles.<br />
<strong>Community</strong> groups, neighbouring municipalities (where relevant) <strong>and</strong> Government agencies will be consulted about community infrastructure<br />
provision to ensure that services <strong>and</strong> facilities are planned <strong>and</strong> developed in a transparent <strong>and</strong> integrated manner.<br />
Innovative <strong>and</strong> Flexible Design<br />
A diverse range of high quality infrastructure will be provided. Where appropriate, this infrastructure will be oriented towards multiple <strong>and</strong> multi-<br />
generational use, adaptable to changing community needs <strong>and</strong> generate a sense of ownership by the community.<br />
New social infrastructure will be developed in a manner that utilizes good urban design <strong>and</strong> creates an attractive, usable, well-maintained<br />
environment where people feel safe to live, work <strong>and</strong> travel.<br />
Where feasible, heritage facilities will be used for community purposes in a manner that respects promotes their heritage values.<br />
Sustainable development<br />
<strong>Community</strong> programs, facilities, activities <strong>and</strong> services will be planned <strong>and</strong> provided in a manner that can be sustained over time.<br />
<strong>Social</strong> <strong>and</strong> community infrastructure will be designed in a manner which will optimise use <strong>and</strong> be financially <strong>and</strong> environmentally responsible.<br />
