• Improved access to library and educational opportunities<br />

have been identified as priorities in the course <strong>of</strong> this study<br />

it is recommended that upgraded library facilities be given<br />

priority, including opportunities for lifelong and postcompulsory<br />

education in partnership with education<br />

providers. The opportunity exists to integrate business<br />

enterprise and business support facilities such as low-cost<br />

<strong>of</strong>fices and resources. Spatial guidelines have been<br />

developed based on an integrated approach to these<br />

functions.<br />

• It is recommended that opportunities be investigated for<br />

the joint funding and development <strong>of</strong> such facilities, and a<br />

service model be developed which facilitates and<br />

integrated approach to literacy, learning and employment.<br />

• It is recommended that the viability <strong>of</strong> a community<br />

transport service be investigated linking key local<br />

destinations.<br />

• Improvements to activate transport be addressed through<br />

the Active Transport Strategy currently being undertaken<br />

by CoGG.<br />

• That Council continue to advocate for improved access to<br />

and amenity <strong>of</strong> public transport.<br />

• Develop Bacchus Marsh Road, between the Princess<br />

Highway and Corio Town Centre as a pedestrian and<br />

cycling linkage.<br />

• It is recommended that facilities be provided to meet the<br />

needs <strong>of</strong> young people at the district level. Consideration<br />

should be given to co-locating these facilities with other<br />

community, commercial and public transport access to<br />

optimise their use and pr<strong>of</strong>ile. Spatial guidelines have<br />

been prepared for service delivery and program space to<br />

meet the needs <strong>of</strong> young people.<br />

• Support improved capacity for the delivery <strong>of</strong> local<br />

services including community health and primary health<br />

care either as part <strong>of</strong> an integrated service delivery<br />

component at Corio Town Centre or through the upgrading<br />

<strong>of</strong> existing community health facilities. Spatial guidelines<br />

have been prepared for upgrading service delivery<br />

capacity for the study area.<br />

8.1.2 Children and Family Services<br />

There are many developments that are directly associated with the Corio Norlane area<br />

for the future provision <strong>of</strong> children's and family services and infra<strong>structure</strong> development.<br />

Part <strong>of</strong> these developments are being driven by broader government policy along with<br />

local needs. In particular, Corio-Norlane is the focus for major regeneration <strong>of</strong> local<br />

education facilities which will influence a wide range <strong>of</strong> future service and infra<strong>structure</strong><br />

developments in this area. Significant changes to local kindergarten and child care<br />

provision are also likely and will impact on where and how services and infra<strong>structure</strong><br />

will be developed.<br />

The <strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong is currently preparing two <strong>plan</strong>s; the Municipal Early<br />

Childhood Infra<strong>structure</strong> Plan and the Municipal Early Years Plan as required by State<br />

Government policy. Council’s Family Services Unit has, however, untaken considerable<br />

work to review the capacity <strong>of</strong> local kindergarten services to respond to new government<br />
